BHPAB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the Bozeman Historic Preservation Advisory Board (BHPAB) MEETING DATE: July 16, 2018 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint up to four members to the Bozeman Historic Preservation Advisory Board to the following positions and terms: Two Professional Designation positions, terms ending June 30, 2020, and/or Two At-Large positions, terms ending June 30, 2020. BACKGROUND: The Bozeman Historic Preservation Advisory Board (BHPAB) has four vacancies due to positions that expired on June 30, 2018. Four current members have reapplied and one new applicant has applied to the following positions: 1. Two (2) - Professional Designation that meets the Secretary of the Interior’s Professional Qualification Standards, expiring June 30, 2020. 2. Two (2) - At-Large Representative who resides or owns property within the city limits, expiring June 30, 2020. The Bozeman Historic Preservation Advisory Board was created under Chapter 2, Article 5, and Division 6 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic preservation program designed to promote the preservation of historic and prehistoric sites, structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985). The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985). 544 Members are appointed to staggered two-year terms comprised of up to seven members per Ordinance 1927 via any combination of the following: 1. At least three members shall meet the Secretary of the Interior's Professional Qualification Standards in the disciplines of history, planning, archaeology, architecture, architectural history, historic archaeology, or other historic preservation-related disciplines such as cultural geography or cultural anthropology. 2. At least one member shall be an architect holding state or NCARB registration. Retired professionals shall be given consideration equal to that of practicing professionals. Residency within the city shall not be a prerequisite for membership as a professional representative. 3. At least one member shall live in or own property in a Bozeman historic district, on file at the city planning office. A member may be chosen from a locally or nationally designed district. 4. At least four members shall be at-large representatives who reside or own property within the city limits. This board currently has four vacancies. The City Clerk’s Office has received five applications, with their relevant qualifications indicated below. 1. I am currently working at CTA Architects Engineers as a Historic Preservation Architect-In-Training with all of the projects I have worked on focusing on preservation of historic buildings. The most recent project I've worked on in town is the Masonic Temple building. Before coming to CTA I worked at the Montana State Historic Preservation Office as well as Montana Preservation Alliance. Over this time I have developed an understanding of the city's efforts regarding historical preservation. This understanding would be an asset to the board as we continue to encourage the preservation of our historical identity. My bachelor's degree is in history with an emphasis on American history. I have a love and passion for our history and believe it is imperative for communities to preserve our historical structures as they are a physical reminder of where we came from and how we've arrived where we are today. I would apply this passion to the board and all of the preservation work we do. One unique fact is that my family has a teaching museum that is a part of the Puyallup School District in Washington State. The house had been chopped up into 5-substandard apartments. The integrity of the home was significantly compromised, suffering from years of neglect. Applied for Certificate of Appropriateness and City Permits to structurally rebuild the structure and add new exterior finishes with upgraded windows. Enjoyed working with the City of Bozeman on the COA and the State of Montana Historical Society to make sure that the historical character of the home was preserved and documented with a sign.
