E. FYI #1
1. 08:05:03 AM (00:02:55) Update from Affordable Housing Program Manager Matt Madsen
Update will include: administrative manual update; RFP for housing needs assessment and housing plan
development; short term affordable housing ordinance update; other program updates.
Affordable Housing Program Manager, Matt Madsen provided an overview of the work being done within the
program. Updates included a community survey, applying for a Community Block Grant as well as making
improvements to the Affordable Housing website.
08:32:24 AM (00:30:16) Board members discussed what work should be done prior to the administrative review
before the Commission on July 9th.
08:39:13 AM (00:37:06) Commissioner Cunningham discussed the role that CAHAB plays in working with the City
Commission.
08:44:51 AM (00:42:44) Board members and Director Matsen discussed edits to the proposed, revised
Affordable Housing Ordinance and whether it would require a special meeting of CAHAB.
F. Action Items
1. 09:11:55 AM (01:09:48) Discuss the Bozeman Area Chamber of Commerce “Housing Position
Statement” and decide what response (if any) CAHAB should recommend to the City
Commission. (Thane)
Board member Kevin Thane spoke to the presentation made at a recent Commission meeting by Executive
Director of the Chamber of Commerce, Daryl Schliem.
Board members discussed whether or not to respond to the statements made on behalf of the Chamber of
Commerce regarding Affordable Housing.
2. 09:18:16 AM (01:16:08) Develop a plan for recommending to the City Commission that Habitat for
Humanity affordable housing be placed on City-owned property surrounded by Oak Street,
Laurel Parkway, and Saxon Way. (Thane)
Board members discussed moving forward with a recommendation to the Commission regarding using this
parcel of land for Affordable Housing. Commissioner Cunningham interjected to share with the group the
process that goes into dedicating city owned land to affordable housing. He noted that Public Works have
not identified the land as excess, but still in use for city purposes, therefore he has not attempted to put it
before the City Commission.
3. 09:26:06 AM (01:23:59) Discuss whether to recommend to the City Commission that money from
the Affordable Housing Fund be used to accelerate the engineering and design work for the
extension of Fowler Avenue in order to provide land upon which affordable housing could be
constructed.
Board members Thane and Stratton discussed the possibility of creating affordable land on some property
which will contain the extension of Davis Lane. Stratton shared that he had a discussion with an Engineering
firm willing to volunteer some time to provide preliminary information regarding the land. They asked for
the board’s support to move forward.
In response to Commissioner Cunningham’s question regarding how Engineering typically assesses a study
for a piece of land, Director Matsen explained that there is more process to this land than may be
anticipated. The land has not been formally annexed into the City Limits, which would require additional
processing.
4. 08:59:11 AM (00:57:03) Budget for Community Affordable Housing Fund: FY19 (Finance Director,
Kristin Donald)
Finance Director, Kristin Donald provided a brief presentation reviewing the Workforce Housing Fund for
FY19. Following the presentation, Donald responded to questions from board members.
G. Non-Action Items
1. (CONTINUED)Affordable Housing Ideas (Thane)
a. Require anyone who demolishes existing dwelling units in order to replace them with higher-end units to
provide an equal number of dwelling units to replace the ones removed at a cost or rent equal to the cost
or rent of the units being removed. Optionally, a fewer number of units at a proportionately lower cost or
rent may be provided.
b. Tap the bed tax fund, the rationale being that low income folks provide the labor for hotels and motels
and other segments of the tourist industry
c. Provide a TIF incentive or similar to employers who provide affordable housing for their employees.
d. Property tax exemption for affordable rental properties (Do through land trust?)
2. (CONTINUED) Discussion of whether to request that the City Commission require that Affordable
Housing Plans be reviewed by CAHAB
3. (CONTINUED) Discuss the possibility of having a presentation at a future CAHAB meeting by Ken
from HRDC and CAHAB’s Brooke Anderson to provide details regarding how housing assistance
applicants are qualified, what funding is available to them, how sources of down payment
assistance are prioritized and provided, and factors that affect the mortgage payment that the
buyers obtain.
