THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday, June 14th, 2018
City Hall, Commission Room, 121 N Rouse Ave
Attending: Jennifer Rockne (SCAN), Amanda Griffith (Bozeman Pond), Joe Genovese (NHVN),
Suzanne Held (NENA), Rob Edwards (Bozeman Creek), Gail MacMillan (BPNA), David Steinmuller
(The Knolls), Lisa Prugh (CPNA), Ita Killeen (UNA)

A. Call Meeting to Order: Jennifer Rockne called the meeting to order at 4:30pm
B. Changes to the Agenda:
Andy Knight from the Bozeman Police Department was added to the agenda
C. Public Comment: no public comment
D. Approve Minutes – May 10, 2018
• Gail made a change to add the last name of the presenter from GVLT. Her name is EJ Porth.
• Under Tanya’s FYI, there are two “neighborhood associations” – one can be deleted
Jennifer Rockne made a motion to approve the minutes. The motion was seconded and approved by
the quorum present.
Captain Andy Knight, Bozeman Police Department:
• They are busy with a robbery at this time
• There was a shooting this past weekend – it was a dispute over beer
• They are currently hiring new police officers
• Budget: looking for new animal control person and information specialist
• Tonight is citizen community police academy graduation at the Lindley Center
o For anyone interested in this: they do it once a year; their goal is to reach people who
may not know much about the police department and are interested in seeing what they
do. The next one will begin in March 2019 and will probably be 1 night per week, 2 hours
per night for 6-8 weeks.
• The police department donated collected bicycles to HRDC and the Bike Kitchen
• An INC member asked about calling the police when there is a loud party.
• An INC member asked about raccoon distemper. There is not a problem with this at present.
E. City Commission Update – Commission Liaison to INC, Terry Cunningham
• The city is in the budgeting process at present. The commission takes the recommended budget
chunk by chunk by chunk in the city commission meetings o FYI: Half of our taxes go to water and sewer.
o June 25th is when next discussion will happen
• Upcoming meeting topics: o July 9th school board will come before commission with plans for expanding the
stadium, traffic, and will be asking for exemptions
o July 16th – planning department will present growth policy information o July 23rd – street department and public works will talk about Graf & 3rd – considering a
roundabout or signal
• There is a proposal idea for an early neighborhood notification system (Commissioner
Cunningham showed an example from Manhattan, Kansas). It’s not a social media platform,
but a “sign-up and we will let you know” of maintenance projects, things happening in the
neighborhood, development projects. The city is trying to increase the number of tools that are
available to community members – it’s a one-way communication tool, where community
members are emailed or texted when something comes up.
F. Neighborhood Association Updates
• Cooper Park is having their annual meeting Wednesday, June 20th, in the Willson School at
6:30pm room 122; On the agenda: Mitch from parks; WTI to talk about traffic and the pop-up
program; Marty Matson to address ADUs and short-term rentals
• Valley Unit & Bozeman Pond had a joint meeting: there was discussion about dog-poop
bags/cans in the Valley Unit Park; the city is not adding new poop-bag dispensers because of
the cost and there is a poop problem in the park; they partnered with GVLT and SCS to print
and put up weather resistant signs. If other neighborhoods are interested in “pick up the poop”
signs, contact our neighborhood coordinator, Tanya.
• Bozeman Pond: Amanda is the INC representative from Bozeman Pond. She is moving out of
state. At present, no one has expressed an interest in being the new representative.
• The Knolls had their first regular meeting and there were about 40 people there. Dani Hess
from WTI came to talk about pop-up traffic calming projects (see more below) and the Knolls
residents are planning to follow-up. Someone from solid waste and Terry Cunningham came to
present. Tanya was there. They are developing an HOA, which has the same boundaries as
their neighborhood association.
• UNA: had a meeting in April; they talked about ADUs, the open space bond, someone from the
city talked about parking, and they planned the July Taste of South Third. Encouraged people
to form a working group regarding parking within their association.
• SCAN: their steering committee has met multiple times since their spring meeting. They have a
draft website now, working with Amy Kelley Hoitsma (from NENA) and Tanya on this – it is
external to the city. Other working groups are in development on parking and the NCOD.
• NENA: Vision NE subcommittee is active and working on how to interact with development in
NENA. Other subcommittees were formed at the spring meeting. The website is up.
• Flanders Creek had a spring meeting: Tawnya Healy is on their steering committee and
additional people have expressed interest. There were about 20 people at the meeting.
Planning came to talk about streets, engineering, school development. The association is being
revitalized.
G. INC working group updates
No reports.
H. Elect officers for the coming year
• Bob Wall was nominated to continue as Secretary/Treasurer
• Jennifer Rockne is interested in continuing as Chair
• Kathy Powell is interested in continuing as Vice-Chair
• There was a motion to accept the slate of candidates. Second by Gail
• Slate of officers was approved.
I. FYI/Discussion
1. Neighborhood Coordinator News
a. Linking retreat outcomes with strategies
• Tanya developed 4 themes she heard that came out of the retreat: cohesion, outreach,
communication, and engagement and developed a draft of ideas and strategies to act on these
areas
• Tanya will email a draft of the outcomes to INC members for input: INC members will add to
the ideas and strategies section
b. July 10 Farmers Market Outreach volunteers
• 4-8pm; 4-6pm & 6-8pm shifts; looking for volunteers to be on hand to talk about the
neighborhood associations; Tanya will be there for the whole time
2. Neighborhood Association Annual reports
• Objective is to gather information that will be useful. At present, a paper version of the annual
report is required. In the future, it may be a live document that can be updated as activities
occur with sections such as: goals for the upcoming year, actions toward achieving goals, and
progress or the impact of the actions.
• Tanya will email the forms to us next week and they are due June 30
3. Marketing Update
• Information on the neighborhoods program is going into the booklet that all new MSU
students and parents receive. Its headline is “First step to adulting: Be a good neighbor.”
• The next deadline for materials will be the farmer’s market
4. Follow up with Affordable Housing community conversation with Matt Matson
• Matt is available to host community conversations about affordable housing in the
neighborhoods. Contact Matt to set this up. This is better done as a specific conversation versus
a part of a neighborhood meeting with other items on the agenda. He will facilitate it as a focus
group.
5. Traffic Calming pop up projects – Western Transportation Institute
• WTI is available to help with pop-up traffic calming projects. o Here’s how this works: Neighborhood members do a walk audit to go through the
neighborhood to identify problem areas and to decide what to do and where.
o Valley Unit is doing this o If interested, contact Dani Hess at WTI: daniellehess@montana.edu
o Related to traffic calming, an INC member mentioned the need for an update to the
sharrows (bike share arrows on the street) that are fading on the streets
New item: 6. National Neighborhood Day: Jennifer suggested developing a working group to
address this event in September– volunteers: Suzanne, Jennifer, Gail, Tanya
o One idea is to have people nominate neighbors for being a good neighbor; maybe have
multiple categories such as home owner and renter
H. Adjournment: Jennifer Rockne adjourned the meeting at 6:00pm
