The intersection has become a problem for the following reason, two of which are ongoing. 1) Haggerty Lane has seen growth in the form of high density multiple family housing development, a lot of it considering the small area the has been developed so far. With that development there has been an increase in traffic at the intersection of Haggerty Lane and Main. The problem is that this intersection is nor regulated by a traffic light, MDT thinks this intersection is too close to the I-90 off-ramp and the light at the corner of HIghland and Main. This means that anyone pulling out onto Main from Haggerty has to "shoot the gaps" between cars coming off of the interstate and frontage road at 50+ MPH and cars accelerating to highway speed as they are leaving town. It has always been kind of dangerous in my personal experience of using this intersection approximately 4X per day or more. If the growth continues and more cars use this intersection we are going to have bad accident if the intersection remains unregulated. So this is kind of a "tag, your it", you know about the problem and if something were to occur...responsibility. 2) Adding to problem with this unregulated intersection is the new parking lot outlet that will be depositing cars directly into the area where car stop before pulling out on to Main from Haggerty. This arrangement will put more pressure on the people waiting for an opening to pull out, making a dangerous situation just that much more dangerous. Additionally, the new parking lot outlet onto Haggerty is hidden from the people who are turning off of Main, sometimes at a fairly high rate of speed. The outlet from this parking is not well considered, considering that the intersection is unregulated, there is limited sightlines for people turning off of Main Street onto Haggerty and the potential volume of people who could be exiting the parking lot when the development is in full swing. So as before, this is kind of a "tag, your it", you know about the problem and if something were to occur...responsibility. Interesting thing is that the City Engineering Dept. knows this is a bad situation but have allowed the outlet to be approved and have shifted the potential blame to MDT. My question is, " should this outlet exist without regulating the intersection and defining the turning lanes on Haggerty at the intersection? 3) The City has allowed the Contractor (Walker) and Developer (Cape) to build a construction fence, place concrete barriers and store pipe within the vision triangle (see your own UDC) of Haggerty and Main Street looking West. As it stands if you are driving a sedan your ability to see oncoming traffic is severely impaired as you are pulling out at this unregulated intersect. Please have the developer and contractor of this project adhere to the standards that you (the City) impose on every site plan review that flows through the Planning and Engineering departments, i.e. vision triangles. So again, as before, this is kind of a "tag, your it", you know about the problem and if something were to occur...responsibility. I have spoken with the Engineering Department and one Commissioner about my concerns to no avail, so I guess I need to notify all of you and hope that I see results, or rationalizations for the situations or at least a response.
