RPAB SRC - DRC PROJECTS reviewed 5/31:
App # 17490: Norton Ranch Ph 4 – small park with wetlands and trail
o Motion: I hereby move to recommend approval of the applicant’s park
proposal for a 0.82-acre park dedication, including a gravel fines trail with 2
totems and a bench on a concrete pad with an adjacent 5’ x 5’ ADA
seating area (as per staff memo – attached), with preservation of the
existing 8000 SF wetland as part of the park.
Discussion comments:
1) Concern was expressed regarding amount of wetlands and
ponds being dedicated as parkland in this area vs. usable
park open space with amenities. The SRC wishes to review
wetland reports in the future to better understand the role and
function of wetlands that are included in park dedication
acreage. Following explanation from staff and the applicant,
the SRC acknowledges the need to preserve wetlands when
critical for stormwater control and wildlife habitat values.
2) The SRC encourages the developer to work with existing and
future residents and Park staff to determine what
improvements and amenities should be installed in the various
parks within the subdivision. Also, it is preferable to have
neighborhood parks located along LOCAL streets as opposed
to Collector / Arterial (too busy – unsafe and noisy).
App # 18194: Site 17 townhomes – CILP (infill)
o Motion: I hereby move to recommend approval of the applicant’s proposal
for cash in lieu parkland dedication for the construction of 16 dwelling units,
for an amount of approximately $27,181, subject to appraisal.
Discussion comments:
1) With the PROST update, there should be sufficient information
provided to inform developers as to the types of parkland and
the amenities needed throughout the city (for park master
plans as well as improvements in lieu and cash in lieu of
parkland dedication project components).

SUBJECT: Parkland Dedication Requirements
Review Comments:
1. Please label the streets and provide a vicinity map on the park masterplan
(landscape plan).
2. A parkland tracking table was provided with a Phase 5 submittal (see below).
Please verify the appropriate information and include a table with the
calculations relevant to this development on the park masterplan (phase,
lots, # units, acreage required, acreage, etc. as per below).
3. The park bench must be set on a concrete pad with a 5’ x 5’ barrier-free
space next to the bench.
4. Bring the trail north to connect (using a “Y”) with the sidewalks on both
Fallon and the street along the west edge of the park to provide direct
connections to the sidewalk. Provide a standard trail totem near the corner
(illustration below). Parks will install the signage placards.
5. What does the trail tie into at the south end? Include an illustration in the
park narrative of the overall Norton Ranch master subdivision park plan
indicating the trail network throughout.
6. The actual CDs for the park must include the city’s standard details for Class
II trail and sidewalk, as well as irrigation layout, details and specifications
and planting details and specifications to be submitted prior to bidding for
city (Parks and Forestry divisions) review and approval.
7. The irrigation system must have use “Weathermatic” branch controller(s).
8. Note on the plans that a flash drive with irrigation as-built plans must be
provided upon project completion.
PARKLAND DEDICATION TRACKING TABLE REQUIREMENT
In order to facilitate tracking and verification of parkland dedication, cash-in-lieu,
and improvements-in-lieu, all applicable submittals must include:
1. Documentation of compliance with the parkland dedication requirements of
Section 38.27.020, UDC shall be provided with the final plat, preliminary plat
layout (site plan) or individual development site plan (if previously subdivided). A
PARKLAND DEDICATION TRACKING TABLE showing the parkland requirements for
the overall subdivision and the method of meeting the parkland dedication shall
be included on the site plan. The table shall explicitly state how much parkland
acreage, cash-in-lieu, or value of improvements-in-lieu was approved and
allocated, as well as what is being proposed, for each parcel of the subdivision or
development.
2. In addition, each PHASE, LOT or individual SITE PLAN of the development shall
have a copy of the PARKLAND DEDICATION TRACKING TABLE included on the site
plan or plat.
3. A PARK MASTER PLAN (new or updated) shall be provided for all proposed public
park land and trail dedications, access easements, and improvements-in-lieu of
park land dedication. The park master plan submittal must include a detailed park
improvement site plan, including layout and product manufacturer cut sheets with
a cost estimate for all improvements must be provided for Parks Dept. review.
The Parks Dept. will provide a comparison chart indicating the value of code-
required basic improvements versus proposed improvements.
4. Provide the appropriate waiver of protest for future park maintenance district
statement on the plat or site plan.
