Rockafellow - Kagy Blvd. RedesignFrom:David and Rachel Rockafellow To:Agenda Subject:Fwd: Kagy Boulevard MOU at Tonight"s Commission Date:Monday, June 11, 2018 4:45:46 PM Please see the following concerns about the Kagy Boulevard redesign. I would greatly appreciate a 3-lane option with bike paths rather than making it 4 lanes, which would increase speed and decrease safety for me as a bicyclist. Thank you, Rachel Rockafellow1202 S. Spruce Dr. Bozeman 59715   1. During the spring 2016 public meeting at the MSU football stadium, the public raised many serious concerns about the cost, need and safety of proposed 4 and 5 lane options. This agenda states “ After months of consideration a recommended design was approved by both the stakeholders and the city commission.” What was the approval process? How and when were BABAB, the Pedestrian and Traffic Safety committee and the public engaged in the approval process? 2. Bozeman’s TMP (Table 6.1) page 139 states a number of goals. How will a 4 lane design help the city meet these goals? (compared to 3 lanes?) How will a 4 lane road reduce the number of crashes involving inattentive/distracted drivers? How will a 4 lane road reduce the number of fatalities and incapacitating injuries? Cities across the country are converting 4 lane streets to 3 lanes, which have been demonstrated to reduce auto-crashes, reduce speeds and create safer places for all road users. 3. Was there any evaluation of the recent widening of Kagy to a 3 lane section from 7th to 11th ? If not- why? What would be the impacts if that 3-lanes were carried through to 19th? (cost, safety, speed, volume). 4. Studies show adding capacity to roadways fails to alleviate congestion for long, but actually induces more traffic. 5. Is it a wise use of public funds to spend $15 million to widen this short section of road, when there are so many other needs that the City struggles to pay for? 6. What are the long term maintenance implications of the recommended option?
