This subdivision project will provide right of way dedications for South 14th Avenue, State Street and Campus Boulevard and will create a 3.66-acre lot to be developed into housing tailored to college students. This report evaluates the existing water infrastructure's capability to serve a future development of the Phase 1 B lot and provides basis of design for necessary water infrastructure improvements. The existing water system is described in the next section of the report. Phase 1 B is located within the City of Bozeman west of South 11 th Avenue and south of Kagy Boulevard. The subdivision is located west of SUD Phase 1 Lot 1 (Stadium View Apartments) and south of the existing Stadium Center Subdivision. Vicinity Map, Bozeman, Montana 1 .1 .2 Extent of Water Works System Water supply is provided by a network of existing mains around the development. Existing City mains surrounding the development include a 12" under S 11th Ave, a 24" in S 19th Ave, a 12" in Kagy Blvd, and a 24" in W Graff St. These mains serve as a backbone for water supply to the South University District development. Existing mains within the development serving Phases 1 and 2 include 8" mains in 11th Ave, 12th Ave, 13th Ave, 14th Ave, Arriana Way, Opportunity Way, and Student Drive and a 12" main in Campus Blvd. The 12" main in Campus boulevard will eventually be extended to the 24" in S 19th Ave, providing service to future areas and looping it to the 12" main in S 11 th Ave. The Phase 1 B project will extend 8" water mains to form a loop from the 8" main at the intersection of State Street and Arianna Way to the 12" main in the round-about at Campus Blvd and 141h Ave. This new loop will provide two new hydrants at a one block spacing along State Street and 14th Avenue and provide two 8" stubs for the future Phase 1 B site. The Phase Water Mains 3 4/23/2018 1 B site will also utilize two existing 8" stubs in the Phase 1 Block 1 property. Future Phase 1 B site mains will connect to the 8" stubs to provide site water supply. Individual building services for the Phase 1 B Future buildings will tie in to the future site mains, not the subdivision mains. Additional hydrants will be provided within the site as needed. The future site mains, building services, and hydrants will be designed with the site design. The location of the proposed water infrastructure is shown on C2.0 WATER SITE PLAN in the Appendix. A complete set of Civil drawings is included in the submittal. 1 .1 .3 Alternate Plans Due to the project's location within the City of Bozeman, extension of public mains was the only viable water supply alternative. 1 .1 .4. Site Conditions The site is typical of Bozeman with fine grained soils overlying gravel deposits. Geotechnical borings have determined the depth to gravel ranges from 7 to 10 feet. Estimated depth to groundwater obtained from the geotechnical borings is 6-13 feet. If mains are installed during high groundwater times, dewatering may be required. 1 .1 .5. Water Use Data This report utilizes an estimated population for the future Phase 1 B site to determine two domestic usage rates for the proposed development. First, an annual domestic usage rate was determined based on metered data from the existing Phase 1 development. The annual domestic usage rate will be utilized for future cash in lieu of water rights and impact fees. Second, a design domestic usage rate was determined by procedures outlined in the City of Bozeman Design Standards. The design domestic usage rate is used for the purposes of water main design and system modelling. Irrigation flows were determined separately, then added to the domestic flows. The population of the future Phase 1 B site was estimated by taking the average population per net acre of the existing Phase 1 and Phase 2 developments. This is a logical estimation as Phase 1, 2, and 1 B are all zoned REMU with high-density housing projects tailored to students. Phase 1 provided 499 beds on 9.82 net acres and Phase 2 provided 887 beds on 16.05 net acres, for an average population density of 53 persons/net acre. The total lot area of Phase 1 B is 3.66 acres, with a net Water Mains 4 4/23/2018 development area of 3.40 acres because of a 0.16 acre permanent snow storage area. Multiplying 53 persons/acre by the 3.40 net acres for the Phase 1 B site yields a population of 180 persons. To determine the annual domestic usage rate, water meter readings were obtained from Phase 1 of South University District from 11/3/2015 to 11/3/2017. These values do not include irrigation flows, as Phase 1 is irrigated by groundwater wells. The total usage was then divided by the total number of beds, 499, to determine a gallons/resident/day (gpcd). The metered data and calculations are presented below in Table 1. The maximum and minimum monthly flows were 52.8 gpcd and 24.8 gpcd respectively. The total average use over the two year period was 39.0 gpcd. Therefore, a value of 39.0 gpcd will be utilized for the domestic annual usage rate. To determine the domestic design usage rate, the City of Bozeman (COB) Design Standard methods were utilized. Since irrigation will be evaluated separately, the COB domestic sewer flow rate of 89 gpcd was utilized to determine a domestic design flow rate. Irrigation flows for the proposed development are unique, with significantly lower irrigation demands per resident, due to the high-density urban nature of the site. Based on Phase 1 and Phase 2, the Phase 1 B landscape area is estimated to be 30% of the entire site area. The irrigation design use was obtained from the planned irrigation area with an annual application rate of 2.5 feet divided by a 120 day irrigation season. The annual irrigation use is the annual application rate of 2.5 feet divided by a 365 day period. The City of Bozeman peaking factors of 2.3:1 (maximum day to average day) and 3:1 (maximum hour to average day) are applied to the design flow to provide maximum day and maximum hour flows. Water use estimates for Phase 1 B are presented in Table 2. When the peaking factors are applied to the base demand, the design maximum day flow is 36.7 gpm and the peak hour flow is 47.9 gpm. 1 .1 .6. Flow Requirements A hydraulic analysis was performed using WaterCAD. The WaterCAD model incorporates the 12" diameter city water main in Kagy Boulevard as the primary supply. Operating conditions and available fire flow in these mains was obtained from the WaterCAD model results provided in the City of Bozeman Water Facility Plan and hydrant flow data performed at hydrants directly adjacent to the SUD Phase 1. The fire flow analysis was conducted at the maximum day demand. The model is setup with existing and new pipes. Junction elevations are based on the project datum (NAVD 88), approximately 15' above the City of Bozeman datum. In order to determine fire flows at hydrants, hydrant lead pipes are provided to junctions representing hydrants (labeled with an H-XX in the model). Hydrant lead pipes have minor losses corresponding to hydrant barrel and nozzle losses. Fire flows are determined at a Water Mains 7 4/23/2018 hydrant residual pressure of 20 psi. Fire flows determined at non-hydrant junctions are of little practical value since without hydrant losses computed fire flows are artificially high. The following number scheme is used to differentiate between existing and planned pipes: 1-99 Existing Pipes (pre-SUD) 100-199 SUD Phase 1 Subdivision Pipes (existing) 200-299 SUD Phase 1 Site Development Pipes (existing) 300-399 SUD Phase 1 B Planned Subdivision Pipes (pipes in Campus Blvd are existing) 500-599 SUD Phase 2 Subdivision Pipes (existing) 600-699 SUD Phase 2 Site Development Pipes (in construction) The City water supply was modeled as a reservoir-pump system calibrated to the Facility Plan model results. The pump curve provides decreasing pressures with increasing flows corresponding to head losses in the distribution system outside of the model. The model was further calibrated with on-site hydrant flow tests. In addition to the City's nearest hydrant flow tests, Stahly Engineering and the City performed a hydrant flow test at the existing hydrant at 12t" and Campus. The City flow tester was broken at the time of the test so Stahly's tester was used. A report of this test is provided in Appendix B and the results are also shown on the WaterCAD figure. The hydrant test provided a flow of 1920 gpm with a 56 psi residual, demonstrating a large available fire flow. The WaterCAD model results are included in Appendix C of this report. The model shows that during maximum day demand, hydrants will have fire flows ranging from 3163 to 3484 gpm with system residual pressure of 20 psi. This corresponds to other hydrant tests in the area and is representative of a well-looped water system with 8" and 12" water mains. Fire flow requirements are based on the Uniform Fire Code. The required hydrant flow is determined using Table H.5.1 of the Uniform Fire Code. For example, a 48,000 sq. ft Type V-A building requires a fire flow of 4000 gpm. The fire department is allowing a 75% reduction due to the fire sprinkler system, reducing the hydrant flow down to the minimum required fire flow of 1500 gpm. The total fire flow available will allow for the use of the hydrant and the sprinkler system while maintaining the required 20 psi residual pressure. Domestic water services have not yet been sized but will likely range from 1" to 4" depending on the building fixture units. The building services will be sized to keep velocities in the water meters below 10 ft/sec. No new sewer mains will be required for South University District — Phase 1 B Subdivision. The on-site development will connect to existing sewer mains currently extended to the west side of SUD Phase 1. These future connections were taken into consideration when sizing the water main located in Campus Blvd. This 12-inch main will allow for future water main extensions to be made to the west. As development moves to the west, an additional connection to the existing main located in South 19th Avenue will be made which will provide additional capacity and redundancy to the future water system.
