Greetings! I recently encountered a problem in Bozeman that I feel needs to be addressed. Bozeman is
lacking any formal protocol or administrative rule for exempting citizens with permanent handicap placards
from residential parking permit fees. This is a problem because (a) it is often difficult for mobility impaired
people to navigate the mud and uneven terrain often associated with back alley parking; and (b) for the
permanently disabled who live on a fixed income, the parking permit fee is unusually burdensome. It is my
opinion that, because the permitting fee imposes an especially onerous burden upon disabled/handicapped
citizens that it is discriminatory on its face. I think the lack of procedural safeguards for exempting those
with permanent handicap placards from the residential parking permit fee scheme evinces the, albeit
unintentional, discriminatory nature of this public policy. To be perfectly clear, Mr. Meece has been
wonderful to me and worked very hard to secure me an individual exemption; however, I am an unusually
persistent person. I would like to make not only Mr. Meece's job easier, but also bring some peace of mind
to Bozeman's disabled citizens who also happen to live in residential parking permit areas and may not have
the energy or wherewithal to pursue the off-the-books individual exemption like I did. As such, I am
proposing an administrative rule change to create published and promulgated protocols for exempting
those with permanent handicap placards from residential parking permits. Because this is such a small
segment of Bozeman's population I do not believe this would burden the city in any way; however, it would
go a long way towards improving the lives of Bozeman's disabled community, as well as affirming that social
justice and equity remain Bozeman's guiding Polaris. I also plan on attending this upcoming parking
commission meeting as well to make an on-record rule change request; however, it was suggested I pursue
this avenue as well. Thank you for your time!
