FROM: Chuck Winn, Assistant City Manager Andrea Surratt, City Manager SUBJECT: Professional Services Agreement (PSA) with The Nest for Development of Public Education Materials for Bozeman Public Safety Facility (BPSF).
MEETING DATE: June 11, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Ratify City Manager’s signature on the PSA with The Nest to develop voter educational materials for a November 2018 bond election for the BPSF. BACKGROUND: On April 23, 2018 the Bozeman City Commission directed the City Manager
to proceed with the development of a Bozeman public safety building on city-owned property on North Rouse. City staff has been working on finalizing certain design elements, public education presentations, and voter educational materials in preparation for a November 2018 bond election to fund the project. As this new plan includes the relocation of Fire Station 1 and, in other ways is unique from previous efforts to address police and court facility needs, voter education is an
important aspect of this project. The City has negotiated a professional services agreement (see attachment) with The Nest to develop educational materials on the impacts of this project on City of Bozeman operations in accordance with Montana Code Annotated sections 2-2-121(c), and 13-35-226(4).
UNRESOLVED ISSUES: None
ALTERNATIVES: As identified by the Commission. FISCAL EFFECTS: The cost of this work will be funded by money in the City Manager’s
contingency line items in the fiscal year expended.

PROPOSAL

Date: May 10, 2018
OBJECTIVE
The City of Bozeman has an opportunity to educate residents regarding the need,
value, and benefits of a public safety center focused on providing the best possible
police, fire and courts services to Bozeman residents. Bozeman is the fastest growing
community in Gallatin County, and has vastly different needs than other areas in the
county. Additionally, by centralizing fire, police and courts into one facility, Bozeman
taxpayer dollars go towards services the community solely need, instead of sharing
services and facilities that aren’t ideal for Bozeman’s unique needs. Bozeman
residents will vote upon approving funding for this facility in November, and thus a
robust, creative, and thoughtful educational campaign is needed to dispel myths, set
the re-set button from past efforts, and provide value-based messaging for Bozeman
residents as to the benefits of this investment to the community.
PROJECT SCOPE
Assist the City of Bozeman with development of strategy, messaging, and create an
educational campaign for the City of Bozeman Public Safety Building upcoming vote.
EXECUTION AND INVESTMENT
Name, Logo, Brand Development - $3,000-5,000
The first step is to solidify the name of the facility, create an appropriate logo for the
facility and outreach uses now and in the future. Once these are identified, a structure
for this brand will be created (style guide).
Messaging - $3,000-5,000
Talking points, slogans, Q&A, content, words to use, words not to use, tough
questions and answers, additional messaging as needed.
Materials - $TBD based on final needs
Mailer, presentation PowerPoint, one sheets for website, and any other needs.
Social Media Educational Posts - $8,000-$11,000
The key to clearing the plate of past efforts and establishing a clear need, value and
invitation for investment is providing simple, clear, and creative educational nuggets
via social media. These posts will include not only dollar value, but also social and
community value and how this facility will augment and grow with our expanding
community…providing services specifically for Bozeman. The first step in this entire
educational campaign starts with simple awareness. An easy and inexpensive way to
do so is to utilize the City’s social media platforms, and also add Instagram into the
mix to target a younger demographic as well. Posts will be made almost daily from
agreement on this proposal up to and through Election Day.

hard costs are not included in the above.
• Work above and beyond the above scope of work is not included in the
above. Projects or deliverables beyond this are charged at $85/hour plus
outside costs as outlined above. Project estimates can, and will, be provided
as needed.
• We recommend a monthly check in to ensure all relevant points have been
addressed and to redirect as needed based on public reaction and feedback.
