SUBJECT: Commission Resolution No. 4914 – Amending the City’s Annual Budget for the
Solid Waste Fund Appropriations for the Fiscal Year (FY) Ending June 30,
2018.

RECOMMENTATION: Approve Resolution No. 4914 – Amending the City’s Annual Budget for
Solid Waste Fund Appropriations in the amount of $84,000.
BACKGROUND:
The Solid Waste Division asks that the FY18 budget be amended to include the following items:
1. The Solid Waste Division needs to purchase a 115 hp tractor for the City composting operation.
This tractor will power the mixer/grinder of feedstock prior to processing in the AG Bag
composting system. We estimate the cost to be $45,000. 2. The Solid Waste Division has had to rent a garbage truck from Solid Waste Systems of
Spokane to ensure routes are completed. The garbage truck that was scheduled for replacement
in FY18 experienced major engine failure. The replacement truck is not due to arrive until mid-
May, 2018. We have had to add an additional month to the rental contract. This cost is $9,000. 3. Part of the operational costs of the City’s landfill remediation system is removing leachate from the storage tank of the flare system. Currently, the City contracts this hauling service at a cost
of $80,470.00 to date in FY18. The Solid Waste Division can provide this service at half the
cost. To remove leachate, the City would need to purchase a tank attachment for our existing
roll-off trucks and pump equipment. The tank attachment has an estimated cost of $30,000.
ALTERNATIVES: 1. Rent a tractor for $4,000 per month.
2. As suggested by City Commission
3. Continue to contract the leachate hauling service.

FISCAL EFFECTS: This equipment would be purchased using the Solid Waste Division enterprise
fund. The current budgeted spending in the Solid Waste Fund will increase by a total of $84,000. The FY18 estimated ending cash balance in the Solid Waste Fund will be decreased from $1,290,722 to $1,206,722. The Solid Waste Fund has sufficient cash available to fund the additional spending in
FY18.

COMMISSION RESOLUTION NO. 4914
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, AMENDING FISCAL YEAR 2018 (FY18) SOLID WASTE FUND BUDGET
TO INCLUDE ADDITIONAL EXPENDITURES OF $84,000.
WHEREAS, the City Commission did, on the 26th day of June, 2017, after due and
proper legal notice, conduct a public hearing and adopt a municipal budget for Fiscal Year 2017-
2018 (Fiscal Year 2018); and
WHEREAS, the City Commission did, on the 4th day of June 2018, after due and proper
legal notice, conduct a public hearing on proposed amending the municipal budget.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, to wit:
Section 1 – Appropriation Changes
The City Commission of the City of Bozeman, Montana, does hereby
authorize the following changes to expenditures in the Solid Waste Fund:
Additions: This project and amount is added to the FY18 budget. New Equipment- Tractor $45,000 Truck Rental $9,000
New Equipment- Tank Attachment $30,000

Section 2 – Use of Cash on Hand in the Solid Waste Fund
The increased appropriation will be funded with cash on hand in the Solid Waste Fund.
Section 3
Pursuant to Section 7-6-4030, M.C.A., this resolution, upon its passage, shall be in full
force and effect on July 1, 2017.
Section 4
That should it be found by any court of competent jurisdiction that any section, clause,
portion, sentence, word, or phrase of this resolution is deemed to be contrary to any existing law
or regulations, that in this instance, it is the intent of the City Commission of the City of Bozeman,
Montana, that all other portions, sections, words, clauses, phrases, or paragraphs of this document
shall remain in full force and effect.
