Please limit your comments to three minutes. 10:04:50 AM Marilee Brown, as a representative of Citizens for Safer Bozeman and Gallatin County, spoke regarding her frustrations when trying to get information on transportation projects. C. MINUTES – January 28, 2015, April 22, 2015 & July 22, 2015 10:07:32 AM No comments or corrections. It was moved and seconded to approve the minutes from January 28, 2015. Due to some last minute changes, the April and July minutes will be approved at the January 2016 meeting. D. SPECIAL PRESENTATION – Name of presentation (presenter) None E. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of the TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) 1. Transit Committee 10:08:59 AM Sunshine Ross and Dan Martin spoke about the success of the new bus routes. Ridership has been steady and late night use has increased. They are having a tough time hiring drivers due to the length of time it takes to get a commercial driver’s license. 2. Gallatin County (Commission, Planning Board, Road Department) 10:11:41 AM Chris Scott spoke about the approval of Gateway Village and improvements to 191. Bill Brownell mentioned that the County Road Department has replaced 3 bridges and has seen an increase of traffic on Alaska Road. Steve White mentioned that the County Commission unanimously supported the roundabout at Stucky and Cottonwood. 3. City of Bozeman (Commission, Planning Board, Engineering Department) 10:13:22 AM Craig updated the TCC on summer road construction and maintenance and informed the group of the approval of an Arterial and Collector District within City limits. Brett Potter spoke about the upcoming Midtown Presentation for North 7th Avenue. The City is rewriting ordinances for the TIF district to allow more infill opportunities. Jeff Krauss attended the College Street ribbon cutting yesterday and spoke about the Downtown Plan and pedestrian impacts at Kagy and 11th. 4. Bicycle Advisory Board (BABAB) 10:21:41 AM Bill Cochran spoke about bike counts completed in September and outreach efforts for comments on the City of Bozeman’s Transportation Master Plan update. 5. Pedestrian and Traffic Safety Committee (PTS) 10:22:36 AM Danielle Scharf updated the TCC on the Pedestrian and Traffic Safety Committee’s recommendation to MDT that the speed limit on Frontage be no more than 55 mph. She mentioned PTS is continuing to implement the Community Transportation Safety Plan and recently met with Bozeman Police Chief Steve Crawford to talk about concerns, efforts and coordination with the Police Department. 6. Montana Department of Transportation (MDT) 10:24:51 AM Rob Bukvich updated the TCC on several projects: The roundabout at Cottonwood and Stucky; right turn lanes to be installed on Patterson Road and at 19th and Kirk Hill; mill and overlay on 19th from Kagy to Stucky; the last phase of Jackrabbit between Belgrade and Valley Center; Rouse, Oak to Story. Rob responded to questions regarding the proposed signal at Love and Huffine Lanes and the roundabout at Baxter and Love Lane. Danielle Scharf with Sanderson Stewart answered questions about the Kagy reconstruction schedule. 7. Montana State University (MSU) 10:43:59 AM Bob Lashaway spoke about coordination with the City on Transportation Master Plan project and working with Robert Peccia and Associates on a campus plan. He also mentioned that MSU is working with Thomas, Dean and Hoskins on making improvements to Garfield, east of 19th. 8. Other TCC Member/Committee Reports None F. OLD BUSINESS None G. NEW BUSINESS 10:45:51 AM Downtown Truck Traffic Study Presentation – David Kack, Western Transportation Institute (WTI) and Chris Naumann, Downtown Bozeman Partnership (DBP) David and Chris gave a presentation updating the TCC on the Downtown Truck Traffic Study. As part of the study, WTI set up cameras to count trucks to determine the number of thru trucks versus local trucks. Chris asked the TCC for input to help reduce truck traffic through downtown. Concerns were raised regarding the complications of placing restrictions on truck traffic. 11:06:13 AM Bozeman Transportation Master Plan Presentation – Jeff Key, Robert Peccia and Associates and Craig Woolard Jeff gave a status update on the Transportation Master Plan. He spoke about the study area boundary, the schedule and public outreach. Craig and Jeff responded to questions. 11:34:42 AM January Election of New Officers – Bob Lashaway Bob Lashaway informed the TCC that he will be retiring at the end of June, 2016 and asked the committee to put thought into who will take over as chair. 11:35:59 AM Item added to the agenda: New Position with the Western Transportation Institute - David Kack, Western Transportation Institute (WTI) David Kack informed the TCC that WTI has received partial funding through the US Department of Transportation to create a Transportation Demand Management Coordinator position. This position would be supervised by the WTI but would partner with and Advisory Committee. Members of the TCC didn’t see a duplication of efforts between the purpose of this position and efforts already taken by the TCC. H. UPCOMING MEETING DATES AND ADJOURNMENT 11:43:54 AM Committee Chair, Bob Lashaway reminded the TCC of the January meeting and adjourned the meeting.
