MINUTES ITEM 1. CALL TO ORDER – Introductions & Attendance 10:01:01 AM Chris Scott, Acting Chair, called the meeting to order and asked attendees to introduce themselves. ITEM 2. PUBLIC COMMENT (Limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda. Three-minute time limit per speaker) 10:04:08 AM Chris Naumann gave a presentation on the Downtown Tax Increment Finance (TIF) District’s recently completely Downtown Truck Traffic Report. The TIF District hired the Western Transportation Institute (WTI) to complete the work. It is still in review at this time. ITEM 3. MINUTES OF January 28, 2015 & April 22, 2015 10:08:31 AM Concerns were raised that the election of officers was not included in the January 28 meeting minutes and the April minutes were deemed incomplete. A motion passed to delay approval of these minutes to the October meeting. 2 ITEM 4. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES (Members of TCC who sit on other related committees, are invited to report on such activities that are of interest to the full TCC) A. Transit Committee 10:10:53 AM Lee Hazelbaker, HRDC and Galavan/Streamline’s Director of Transportation, discussed upcoming changes to the bus schedule beginning August 17 which will offer shorter routes between Montana State University and Downtown and add a more direct route from Downtown to the hospital. He also shared that Streamline was now offering late night bus services and had recently ordered several new transit style buses. There were no questions or comments. B. Gallatin County (Commission, Planning Board, Road Department) 10:13:41 AM Bill Brownell, Gallatin County Road Superintendent, reported that the County will perform mill & overlays on Airport, Gooch Hill and Nelson roads. There were no updates from the Planning Department or the Commission and no questions or comments. C. City of Bozeman (Commission, Planning Board, Engineering Department) 10:14:15 AM Craig Woolard, City Public Works Director, updated the TCC on the reconstruction of Cottonwood Road and the Story Street reconstruction. He mentioned that the city is looking at future local street reconstructions, and continuing chip seals, mill & overlays, sidewalks, and pedestrian ramp improvements. There were no updates from the Planning Department or the Commission. No questions or comments. D. Bicycle Advisory Board (BABAB) 10:16:04 AM Bill Cochran announced that BABAB will host Steve Clark, with the League of American Bicyclists, on August 6. BABAB is working with GVLT and the City on several projects including Front Street Trail. There were no questions or comments. E. Pedestrian and Traffic Safety Committee (PTS) 10:17:30 AM Marilee Brown updated the TCC on the approval of the Community Transportation Safety Plan and mentioned that PTS is writing letters of support for the City’s and School District’s submittals for Transportation Alternatives funding. There were no questions or comments. F. Montana Department of Transportation (MDT) 10:19:05 AM Dustin Rouse announced that this would be his last meeting as he’s taken a position in Helena. He spoke regarding the recently approved interstate speed limit increase and updated TCC on the completion of the Valley Center Spur restriping and the Belgrade Interchange project. He also mentioned that MDT is proposing several projects including installation of a right turn lane at Patterson & Goldenstein, a signal at Huffine & Love Lane, and roundabouts at Cottonwood & Stucky and Baxter & Love Lane. Rob Bukvich gave an update on the reconstruction of Kagy between Willson and 19th. 3 MDT responded to a question regarding whether a traffic study had been completed on Frontage Road with the completion of the Belgrade Interchange. A traffic study will be completed with an upcoming corridor study. There were no other questions or comments. G. Montana State University 10:30:09 AM Bob Lashaway was absent so there was no update from MSU. H. Other TCC Member/Committee Reports 10:30:25 AM None ITEM 5. OLD BUSINESS 10:30:34 AM None ITEM 6. NEW BUSINESS 10:30:41 AM City of Bozeman – Transportation Master Plan Update. Craig Woolard introduced Jeff Key, with Robert Peccia and Associates (RPA). The City has finalized a contract with RPA and Alta to perform the Transportation Master Plan Update. Jeff gave an update on RPA’s plan for the Transportation Master Plan Update. Following the presentation, Craig and Jeff responded to questions. ITEM 7. UPCOMING MEETING DATES AND ADJOURNMENT 11:04:53 AM Dates listed on the current agenda for future meetings are incorrect.
