ITEM 1. CALL TO ORDER AND ATTENDANCE
Chair Bob Lashaway called the meeting to order at 10:00 a.m. on October 23, 2013 in the City
Commission Room, City Hall, 121 North Rouse Avenue, Bozeman, MT and directed members
to introduce themselves.

ITEM 3. MINUTES OF JULY, 2013.

Motion and Vote to approve the minutes of July,2013.
It was moved by Sam Giant'rancisco, seconded by Jeff Ebert,to approve the minutes of
July, 2013.
The Motion to approve the July, 2013 minutes passed unanimously.
ITEM 4. TCC COMMITTEE/MEMBER REPORTS
A. Transit Committee Report
None.
B. Gallatin County (Commission/Planning Board)
Randy Visser reported that numerous development applications are coming in and they are in the
initial stages of reviewing the Bozeman area doughnut plan.
Steve White reported that the County granted preliminary plat yesterday to a project off of Story
Mill Road of 5 lots.
C. City of Bozeman (Commission/Planning Board)
Trever McSpadden reported that development applications have picked up quite a bit recently
including zone map amendment entitlement shifts that may spearhead development in particular
on the west side of town.
Mendenhall Street Upgrades
Craig Woolard reported that the water line upgrade on Mendenhall was completed this summer
with mill and overlay scheduled next summer. Some discussion is happening with the downtown
about possibly working in some streetscape.
Trail to the "M"
The Trail to the M is moving ahead and will go before the Commission next Monday. Three TA
applications were submitted.
CTEP/TA Projects
There are CTEP funds left and they are putting together projects with the Bike Board and
Pedestrian and Traffic Safety Committee for CTEP project funds already awarded and executing
the existing CTEP projects.
Discussion occurred regarding when the CTEP projects need to be allocated.
Rob Bukvich spoke regarding the difference between CTEP and TA funds and provided an
update regarding TA applications received.

D. Bike Advisory Board
Bill Cochran said they are currently compiling data from the September bike counts done
recently. Preliminary data indicates an increase of 10-15% in ridership. The board has been
working with staff to try to allocate some CTEP funds. He provided some of the details from the
Trail to the M project currently going forward. The Trails, Open Space and Parks Committee has
approved the match for this project since the last TCC meeting. Final approval of those matching
funds is scheduled to go before the City Commission shortly.
Discussion occurred regarding the Trail to the M project.
E. Pedestrian and Traffic Safety Committee
Gary Vodehnal, Ralph Zimmer's proxy reported a meeting was set up with John VanDelinder to
look at improvements to pedestrian crossings along Willson including Kagy and College.
Bob Lashaway spoke regarding College Street between 8th and 1 lth and the need for
improvements in crosswalks or the reconstruction of sidewalks in that area.
F. Montana Department of Transportation
I-90/East Belgrade Interchange
Jeff Ebert said the I-90 Belgrade Interchange project seems to be going fairly smoothly. The
contractor, Knife River is currently working on the ramps that will be used to detour traffic while
working on the structure and are also working on the shoe fly (detour) for the railroad. The
contractor thinks they will be done at the end of next year.
North 7th Avenue Interchange
Jeff Ebert reported that the North 7th Avenue interchange is progressing with the beams set. The
contractor has requested cold weather concrete techniques and would like to work through the
winter on that and into the spring with chip sealing.
Main Street- Grand to 19th
Jeff Ebert said this project was let to Knife River. They plan to start next spring and should be
done in one construction season.
College Street - 19th Avenue to Main Street
Jeff Ebert reported on the College Street - 19th to Main Street project saying they are beginning
appraisals for right-of-way. There are issues with right of way acquisition especially with
accesses. They are pushing the schedule for letting to next spring with 2014 construction.

North Rouse Avenue
Jeff Ebert reported on the North Rouse project saying they are still working on acquisition of
right of way. They will meet next week to go over the Transportation Construction Plan. The
Oak to Story Mill piece is planned for 2016. He spoke regarding funding issues.
S. 19th Safety Improvements
Jeff Ebert reported on South 19th safety improvements at the intersections of Patterson and
Goldenstein explaining these projects. The preliminary field review was just completed.
Huffine and Love Lane Intersection Improvement
Rob Bukvich said a safety funding project was approved recently at Huffine and Love Lane and
will likely include a traffic signal or possibly a roundabout.
G. Montana State University
Bob Lashaway said MSU will be talking with the city regarding potential lights along Lincoln
from I Ith to 19th and 7th and Kagy and possibly College.
H. Other TCC Member/Committee Reports
Dave Fowler reported that the County Road Department has completed their 2013 projects
saying they have completed about 22 miles of millings. One milling project is left for next year
at Bracket Creek at Clyde Park.
ITEM 5. OLD BUSINESS
A. 2010 Urban Boundary, Functional Classification, and Highway System
Revision
Katie Potts said the urban boundaries were approved and final.
B. Bozeman Urban Area Allocation
Katie Potts also reported that the Bozeman Urban Area Allocations are going before the
Transportation Commission on October 31 st.
ITEM 6. NEW BUSINESS
A. Discussion and possible action requesting update of 2007 Bozeman Area
Transportation Plan
Craig Woolard said the Public Works Department has allocated $125,000 for a Transportation
Plan Update in the Capital Improvements Plan Budget to take before the City Commission for
approval.

Katie Potts said that MDT would match funds to complete the Transportation Plan but said that
$250,000 may be an over estimate of what will be needed since this is an update to an existing
plan and would not be starting from scratch. She explained that once the Commission approves
funds, a letter should be sent to MDT requesting funds for that update.
A discussion occurred regarding moving forward with the Transportation Plan update.
Motion and Vote
It was moved by Rob Buckvich and seconded by Craig Woolard that the Transportation
Coordinating Committee sends a letter of approval requesting that the Montana
Department of Transportation move forward with an update to the Transportation Plan.
The motion passed unanimously.
FURTHER NEW BUSINESS
Sam Gianfrancisco spoke regarding bicyclists getting hit at the High School at the Main Street
oval entrance as they are riding on the sidewalk and cars are coming and going out of the
parking. This is a challenging area because there is not much room for bicyclists on the roadway,
but the cars are not looking for bicyclists on the sidewalk.
Bill Cochran spoke regarding plans for a bike lane on 1 Ith. They continue to educate people and
recently began going into Driver Education classes. Bill Cochran also said that Taylor Lonsdale
has brought cycling savvy instruction to town and they are trying to make it more accessible.
You have to be able to drive defensively and understand where you can fit in and where you
cannot.
ITEM 7. 2013-2014 MEETING DATES AND ADJOURNMENT
Seeing no further new business Bob Lashaway adjourned the meeting at 10:35 a.m.
