ITEM 1. CALL TO ORDER AND ATTENDANCE Chair Christopher Scott called the meeting to order at 10:06 a.m. on Wednesday, January 26, 2011 in the City Commission Room, City Hall, 121 North Rouse Avenue, Bozeman, MT and directed members to introduce themselves. Members present: Jeff Krauss, Mayor, City of Bozeman Christopher Scott, Gallatin County Planning Dept. Victoria Drummond, MSU Planner, proxy for Bob Lashaway Joe Walsh, MDT, Butte on behalf of Jeff Ebert and Joe Olsen, MDT, Butte District Steve Felix, on behalf of Ray Stocks, Department of Transportation Zear Cosmi, MDT Planning,proxy for Carol Strizich, Statewide, Urban Planning, MDT Sam Gianfrancisco, County Citizen Representative Rob Buckvich, Montana Dept. of Transportation Bill Cochran, Bozeman Area Bicycle Advisory Board Ralph Zimmer, Pedestrian and Traffic Safety Committee Marianne Amsden, Gallatin County Planning board George Durkin, Gallatin County Road Department Guests /Staff present: Travis Monroe, Senator Baucus' office Peter Eastway, HRDC Tim McHarg, Planning Director Stacy Ulmen, City Clerk—taking minutes ITEM 2. PUBLIC COMMENT {Public comment limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not on this agenda with a three-minute time limit per speaker.} Chair Christopher Scott opened public comment. No person commented. Christopher Scott closed public comment. ITEM 3. MINUTES OF OCTOBER 27,2010 1of5 Janumy 26,2011 Transportation Coordinating Committee Meeting Minutes Motion and Vote to approve the minutes of October 27, 2010. Motion passed unanimously. ITEM 4. ELECTION OF OFFICERS Motion and Vote It was moved by Rob Bukvich,seconded by Sam Gianfranciso that the group consider the nomination of Christopher Scott as Chair and Bob Lashaway as vice-chair. The motion passed unanimously. Victoria Drummond relayed that Bob Lashaway had said he would accept the vice-chair position if offered. ITEM 5. TCC COMMITTEEIMEMBER REPORTS A. Transit Committee Report None. B. Gallatin County Ms. Amsden from the County Planning Board reported that over five acres was given over for future right of way per the transportation plan. C. City of Bozeman Mayor Krauss reported the right turns only at College and Willson change has been implemented. He has not seen a report from city staff regarding Kagy and Seventh, though a letter was received from MSU supporting a solution here. Mayor Krauss re-iterated that his continues to be a problem, especially in the winter. MDT reported they are reviewing a final set of plans from the consultant for the roundabout install at College and 11`h. This project should take place this summer right after school ends. Mayor Krauss reported that the TSEP project from Fowler to 19th is done. The bike ped bath from 19th to 11 th will be completed this summer. D. Bike Advisory Board Bill Cochran with the Bike Advisory Board reported they are working on extending the bike lane from 7th and Peach on to Rouse. The Bike Board has also been working with the Pedestrian and Traffic Safety Committee regarding the idea of a distracted driving ordinance and the possibility of getting a multi-modal coordinator position at the City. 2of5 January 26, 2011 Transportation Coordinating Committee A9eeling Minutes E. Pedestrian and Traffic Safety Committee Mr. Zimmer said he is anxious to hear from city engineering on the success of the turning movement restrictions at Willson and College. Mr. Zimmer said the Committee is in favor of state wide distracted driving restrictions and will be advocating for legislation in Helena, failing that they would turn to local legislation. F. Other TCC member/committee reports None. G. Montana Dept. of Transportation Mr. Bukvich reported they are moving ahead with the City of Bozeman's next urban priority— reconstruction of College from Main and 19t".Next week they will select a consultant. Mayor Krauss confirmed that in 2015, Main will be redone from just east of 19"'to Grand. (Reconstruction of street itself, pavement preservation and ADA work.) H. Federal Highway Administration None. ITEM 6. OLD BUSINESS A. Discussion regarding possible funding of Mendenhall/Babcock Streets conversion to two-way (Hixson) Stacy Ulmen reported for Rick Hixson that there is nothing new and no funding. Mr. Zimmer said the labeling of this topic is misleading since conversion to two-way is only one possible solution to the issues on Mendenhall and Babcock Streets. Other solutions would be studied if funding was found. Mr. Scott said he would request that on future agendas this item be reworded to better reflect the wider study parameters. He will speak with Rick Hixson about a more accurate title for this discussion. B. Gallatin County Park and Trail Plan Update (Amsden) Marianne Amsden said they did receive the park service inventory and underwent a legal review. They should have the final draft of the update on the internet February 8th and the Planning Board March 8"'. They would like to go before the City Commission in mid March before the County Commission towards the end of March. ITEM 7. NEW BUSINESS 3of5 January 26, 2011 Transportation Coordinating Committee Meeting Minutes A. Jackrabbit Lane Improvements There will be a public workshop on February 3rd at 6:30 p.m. at Zoot Enterprises. Mr. Bukvich said this will be a discussion to explore options to having a raised median on Jackrabbit Lane which limits the access to businesses along there. ITEM 8. PROJECT UPDATES A. MSU Projects Updates Victoria Drummond reported that MSU received an NIH grant for the Cooley Lab off 1 lch Ave. between Grand and College. They will begin with staging and demolition as early as next month. They do not plan any closures, but will have material transfer occurring. This summer, misc. crosswalks on Grant will be better defined. Montana State University is experimenting with LED street lights on Grant Ave. and the horseshoe area outside of the student union building. B. Belgrade Projects Update None. C. CTEP Projects Mr. Zimmer said the City Commission did approve a list of CTEP priorities moving beyond the ones that are being worked on presently. Mr. Bukvich reported that as of January, the available balance for Bozeman in their CTEP funds 356,908. Gallatin County has $406,222. D. Intersection Improvement Projects None. E. North Rouse Mr. Bukvich said they are still in the design phase for this project, but they did acquire one home/lot for future use of park/parking lot or to be resold. They are speaking with several other folks as well. F. I-90 Improvements Mr. Bukvich reported the second structure over Rouse will be replaced this summer. They will also be resurfacing much of the interstate between Manhattan and Livingston this summer. G. I-90 East Belgrade Interchange Report A meeting is occurring today on this project in Helena.
