HomeMy WebLinkAboutCommission Letter from CAHAB re Affordable Housing Ordinance 050918 Commissioners: As the City moves forward with updating the Affordable Housing Ordinance, we encourage you to direct the city staff to actively engage your Community Affordable Housing Advisory Board and use the expertise that CAHAB has developed in researching and considering an Affordable Housing Ordinance that will work for Bozeman. To this point, the expertise of CAHAB has not been called upon by the City, and, in fact, CAHAB was not directly made aware of the fact that the AHO would be an agenda item for the May 14th meeting of the Commission. CAHAB has spent considerable time developing, discussing and drafting changes to the current ordinance that we feel can contribute to a more effective ordinance for the City. In the development of the draft version of an updated Affordable Housing Ordinance we have solicited input from a broad swath of constituents, including builders, developers, architects, and SWMBIA. In our view, key components of the ordinance should include: • Requirements for the creation of affordable dwelling units when any type of dwelling unit is constructed, including rentals and condos • Separation of development requirements from building requirements • A focus on the creation of small lots on which starter homes can be built • Incentives that increase density • Simplification of the ordinance CAHAB wants to be an active participant in the development and implementation of policies that address the provision of affordable housing. For your consideration, attached is a draft rewrite of the ordinance that CAHAB has developed. We look forward to the opportunity to actively engage with the city staff and Commissioners to further explore and develop the ideas encompassed in our draft and those that are under consideration by_the city staff and the Commission.
