contract for the 2018 Street Improvements to Knife River - Belgrade in the amount of
$1,215,204.00.

RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to award the
contract for the 2018 Street Improvements to Knife River - Belgrade in the amount of
$1,215,204.00.
BACKGROUND: Bids were opened May 4, 2018, for the 2018 Street Improvements project. The project consists of four schedules: Schedule 1: cold milling and asphalt overlays of various streets as shown on the attached map; Schedule 2: seal coating (chip sealing) of various streets as shown on the attached map; Schedule 3: seal coating and fog sealing of drive aisles and parking
lots at the Water Reclamation Facility; Schedule 4: fog sealing of the Haggerty Lane parking lot
at the Softball Complex. Three bids were received for the project. The low bidder, Knife River-Belgrade, submitted a total base bid of $1,215,204.00. The bid appear to be competitive with their bid being approximately 11% below the construction estimate. ($1,367,749.40). A copy of the Certified Bid Tabulation is attached.
UNRESOLVED ISSUES: None ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: Funding for this work has been planned for in the FY18 Street
Maintenance fund and the Water Reclamation Facility fund. The contract documents specify that work may not begin until after July 1, 2018, contingent upon Street Maintenance fund budget approval for FY19.

CONTRACT FOR: Schedules 1, 2, 3, and 4
You are notified that your Bid dated May 4, 2018, for the above Contract has been considered. You are the
apparent Successful Bidder and have been awarded a Contract for pavement cold milling, hot mix overlays,
seal coating, fog sealing, and pavement markings.
The Contract Price of your Contract is: one million two hundred fifteen thousand two hundred four and
no/100 Dollars ($1,215,204.00).
Three copies of the proposed Contract Documents accompany this Notice of Award.
You must comply with the following conditions precedent within fifteen (15) days of the date of this
Notice of Award, that is, by .
1. You must deliver to the OWNER 3 fully executed counterparts of the Agreement including all the
Contract Documents and Drawings.
2. You must deliver with the executed Agreement the Contract Security (Bonds) as specified in the
Instruction to Bidders (page 7), General Conditions (paragraph 5.01) and Supplementary Conditions
(paragraph SC-5.02).
3. List other conditions precedent:
You must deliver with the executed Agreement the Certificates of Insurance as specified in
the General Conditions (paragraph 5.03) and Supplementary Conditions (paragraph SC-5.04).
Failure to comply with these conditions within the time specified will entitle OWNER to consider your
Bid abandoned, to annul this Notice of Award, and to declare your Bid Security forfeited.
Within ten (10) days after you comply with these conditions, OWNER will return to you one fully
signed counterpart of the Agreement with the Contract Documents attached.
