Grant Application with MDC for Block Grant Planning1 REPORT TO: Mayor and City Commission FROM: Matthew Madsen, Affordable Housing Program Manager Martin Matsen, Director of Community Development SUBJECT: Approve the Submittal of a State of Montana Community Development Block Grant Planning Grant Application for $50,000 and Authorize the Mayor to Sign the Grant Application MEETING DATE: May 14th, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: That the City Commission approve the application and authorize the Mayor to sign the grant application for a State of Montana Community Development Block Grant Planning Grant. BACKGROUND: The City of Bozeman last conducted a housing needs assessment in 2012. From that needs assessment came the development of the housing action plan 2012-2016. An updated housing needs assessment and housing action plan will help to drive the creation of the Affordable Housing Program and created specific deliverables to measure the progress of the program. An RFP will be created to hire a consultant to work with the Affordable Housing Program Manager to create an inclusive and community driven process. The State of Montana Department of Commerce provides up to $50,000 per grantee through the Community Development Block Grant Planning Grant process. These funds can be used to assist communities with the development of a housing plan. UNRESOLVED ISSUES: None determined at this time. ALTERNATIVES: As determined by the Commission. FISCAL EFFECTS: The grant is a matching grant and would require up to $50,000 from the Affordable Housing Program Fund during the 2018/19 fiscal year budget. In the proposed budget, $60,000 has been allocated towards the completion of a comprehensive housing needs assessment and development of a housing action plan.
