Action Items 1. 08:12:18 AM (00:11:31) Recommendation to City Commission to use the City land located at 5519 Saxon Way for affordable housing as proposed by Habitat for Humanity (This item was originally on the CAHAB Agenda at its 10/12/2016 meeting where it was unanimously approved, with David Magistrelli abstaining due to his affiliation with Habitat. Due to the length of time that has passed and the change in CAHAB membership since then, Habitat is asking that CAHAB re-affirm its support of this proposal) David Magistrelli spoke on behalf of Habitat for Humanity to ask the city for support on the Saxon Way development. 08:16:43 AM (00:15:56) Director of Community Development, Martin Matsen provided some insight on the challenges of this property. A general discussion followed regarding the current need for affordable housing and the process necessary to move forward with partnering with Habitat for Humanity for affordable housing. 08:59:04 AM (00:58:16) MOTION that the City Affordable Housing Advisory Board request that the City Commission direct the city manager to make it a high priority to look into available land for affordable housing. Director Matsen provided some information regarding infrastructure challenges that would prevent this land from being used within the next 3-4 years. 3. 09:23:46 AM (01:22:59) Request that the City Commission amends Resolution 3540 which requires 5 CAHAB members for a quorum to instead state that a quorum consists of a majority of the “currently filled positions” (as described in the City's general bylaws for advisory boards in Resolution 4377 and in the CAHAB’s Rules of Procedure adopted by CAHAB in March of 2014). Kevin Thane reviewed comments made in a previous meeting by Assistant City Attorney, Karen Stambough that indicated some changes could be made to ensure consistency between the CAHAB bylaws and general advisory board bylaws. 4. 09:27:45 AM (01:26:57) Request that the City Commission adopt an amendment to Resolution 3540 so that CAHAB positions which have been vacant for an extended period of time may be filled with persons who have Affordable Housing qualifications other than those specifically indicated for the open position. MOTION to request that the City Commission Liaison bring forth to the city commission a change in the makeup of the CA”HAB board to change the positions designated as low/moderate income housing, special needs housing and lower moderate income person be filled by people at large… MOTION SECONDED: David Magistrelli 09:28:57 AM (01:28:10) MOTION Move to request the city commission liaison to bring forth to the commission a change in the make-up of the community affordable housing advisory board to change the positions designated as: 1) low income or moderate housing; 2) member of the public interested in special needs and 3) low or moderate income person to be ‘at large’ positions filled by members of the public who have experience or a demonstrated interest in affordable housing. MOTION SECONDED: David Magistrelli 09:32:44 AM (01:31:57) Director Matsen provided a background on the make-up of the required board members as they pertain to federal funding. A general discussion followed. 09:43:27 AM (01:42:40) VOTE: 5 for; 2 against: Motion Carries 5. 09:45:31 AM (01:44:43) (Continued to future meeting) Vote to approve some updates to the CAHAB-endorsed changes to the Affordable Housing Ordinance (Thane) F. 09:45:57 AM (01:45:10) Non-Action Items (Continued to future meeting) 1. Affordable Housing Ideas (Thane) a. Require anyone who demolishes existing dwelling units in order to replace them with higher end units to provide an equal number of dwelling units to replace the ones removed at a cost or rent equal to the cost or rent of the units being removed. Optionally, a fewer number of units at a proportionately lower cost or rent may be provided. b. Tap the bed tax fund, the rationale being that low income folks provide the labor for hotels and motels and other segments of the tourist industry c. Provide a TIF incentive or similar to employers who provide affordable housing for their employees. d. Property tax exemption for affordable rental properties (Do through land trust?) 2. Discussion of whether to request that the City Commission require that Affordable Housing Plans be reviewed by CAHAB 3. Discuss the possibility of having a presentation by Ken from HRDC and Brooke Anderson at the May CAHAB meeting that details how housing assistance applicants are qualified, what funding is available to them, how sources of down payment assistance are prioritized and provided, and factors that affect the mortgage payment that the buyers obtain. G. FYI/Discussion  09:46:27 AM (01:45:40) Director Matsen provided some information regarding the vacant lot map that was distributed during the meeting.
