Public Comment - Members of the audience or their agent may be invited to presenttestimony or evidence. To be recognized, each person desiring to give testimony orevidence shall step forward and, after being recognized, give their name and address for therecord. The presiding officer may establish a time frame for each public comment but in nocase shall such timeframe be less than three (3) minutes per speaker. The presiding officermay lengthen or shorten the time allolted for public testimony.Jim Good, 908 S Grand Ave: The 900 block of South Grand is at the end of the MSU ParkingDistrict. Mr. Good is concerned about the serious problem with not enough parking for residents inthis area. He would like the 900 block of Grand, on the East and West side, to be in the MSUResidential Parking Permit District in order to provide adequate parking for residents that live there.Mr. Good would ask that the Parking Commission take the next necessary steps to give relief tothese residents.Matthew Behler, 3209 Summerset Drive, General Manager of the Rialto Theater. Mr. Behlerthanked the Commission for working with the Rialto for the last thirty days regarding Temporary OnStreet Parking Permits. Mr. Behler welcomes comment and feedback from the public on their useof the permits, and what could work better, for securing space for loading/unloading for theentertainer's buses and trailers.Action ltems1. Discuss Parking Program Manager's memorandum to the BozemanCity Commission regard¡ng the creation, operat¡on, and dissolution ofResidential Parking Permit Districts, and other parking managementstrategies, requested from the Bozeman C¡ty Commission; including memofrom Rick Williams Consulting. (See Attachment Exhibit 2)The city has two parking districts which were established over twenty years ago. The parking inthe City of Bozeman has changed significantly since then. Economic growth, and the way we lookat parking are big contributors to this. Also MSU has had its largest enrollment of students in thelast five years.The first proposal is to look at the database method of creating parking districts. lt is recommendedthat the public initiate the need for a district through a petition of 51 percent of residents or propertyowner's within the proposed district. Parking Manager Mr. Meece proposes that the district be nosmaller then 10 block faces or 2500 feet of linear curb. The data involved with the district questionsif the peak occupancy meets or exceed the 85 percent of peak occupancy on any three hours onthree different occasions. Also it would be helpful to know that at least a quarter of the vehicles arefrom outside the district and not residents of the district.Chair Naumann questions the 51 percent rule for creating the next step for a district. CommissionPamela suggest making it a time limited parking permit. Chair Naumann asks if it has to be onlycitizen initiated or if Management or Commission can initiate the petition process.Commissioner Shasta Winston questioned the 10 block radius and the citizen's involvement in thecreation of the ten block radius. Chair Naumann commented on how this is just a frame work forthe initial process.E. Commissioner Ben Lloyd commented about how there needs to be a big picture way of balancingthe relationship of growth that takes on different forms.Parking Manager Mr. Meece points out that items number five and ten on the attached exhibit assomething new for the Commission to consider.Commissioner Pamela Bryan askes about number eight'out of district' permits. Mr. Meece wantsto pay attention to occupancy and inventory so that it does not impact the other goals set for adistrict.Mr. Meece at this time does not want to initiate a parking district to the north and south of downtownto the City Commission. Commissioner Bryan wants to make sure it is an area of interest and weare collecting data to look at these areas.Kathy Powell,1215 S 3d, President of University Neighbors Association, and Vice Chair for lnterNeighborhood Council gave public comment. She is concerned about the time limited parking andthe potential of extra traffic. She wants to make sure you are looking at the data when MSU is infull swing. She also wants the Parking Department to talk to the University.lntern Daniel Rosinsky-Larson gave public comment: A parking district is limiting the general publicto park in an area rather that creating a district for public to park.Steve Albert, Director at the Western Transportation lnstitute pointed out an important static of 25%and addressing supply and demand.Parking Manager Ed Meece is going to polish this document for the City Commission andrecommend that they begin the process to amend the code so we can look at how to go forwardwith parking districts.Commissioner Mark Egge suggest looking at the cost of establishing and regulating a residentialparking zone. Commissioner Egge wants part of the conversation to be the evaluation ofalternatives to the demand.Commissioner Shasta Winston wants clarification on dissolving parking districts.Chair Naumann pointed out item number 5 and would like to discuss nonvehicle use items.F. Parking Program Manager Report (See Attachment Exhibit 3)Mr. Meece reflected on how we are working with the GIS Department for better informationtracking. Mr. Meece also thanked Deputy Chief Mclane for his service.(r.New Business.H.
