AGENDA ITEM TYPE: Action RECOMMENDED MOTION: I move to approve the City Manager’s appointment of one member to
the Police Commission to a term ending April 30, 2021.
BACKGROUND: The Police Commission currently has one available position with a term ending April 30, 2021.
The Police Commission is created under Section 7-32-4151, Montana Code Annotated. The three-
member board is appointed by the City Manager, with the concurrence of the City Commission, and is comprised of those who are “residents of such city or town who shall have the qualifications required by law to hold a municipal office therein."
Members are appointed to staggered three-year terms. Under Section 7-32-4142, M.C.A., one member
must be appointed annually at the first regular meeting of the City Commission in May. The Police Commission conducts hearings and decides on appeals brought by any member of the Police
Department who has been disciplined, suspended, removed, or discharged.
This board currently has one available position. The City Clerk’s Office has received one application, with their relevant qualifications indicated below.

Please explain your relevant qualifications, interests and experiences:
I have been a member of the Police Commission for over 30 years. At one time, when I was a young fellow
with dark brown hair, the police commission had a broad range of statutory responsibilities including
hearing citizen complaints, new officer interviews, internal promotions and various personnel matters. Over
the years the state legislature has paired down the role of the Police Commission to make it clear,
especially in small Montana communities, that the "Chief" runs the department, not the Police Commission.
The Police Commission now primarily serves as a appeal board for officers questioning personnel decisions,
but may also be utilized at the request of the Chief or city administraion as a sounding board, involvement
in interviews or promotions, or provide other support as requested. I believe my experience on the board
provides an understanding of that role as well as the statutory responsibilities, and authorities, of the Police
Commission.
I am a Bozeman native with a BS and MPA from Montana Statue University. I retired in 2017 after a 40 year
career in banking and finance. I remain active with the Bozeman Chamber of Commerce and the local
business community.
