1. 06:02:23 PM (00:03:06) Park Place 2018 ZMA 18056 (Saunders)
Annexation of approximately 65 acres and amendment to the City Zoning Map for the
establishment of a zoning designation of M‐1 “Light Manufacturing”. Located northwest of the
intersection of Nelson Road and US Highway 10.

under review.
06:09:56 PM (00:10:39) Saunders answered questions from board members regarding the
project. A general discussion followed.
06:23:24 PM (00:24:07) Public Comment
Jim Manning – Sunny Acres Drive commented that he felt there should be traffic infrastructure
added to this area. Manning requested a traffic light where Nelson Rd and Frontage road
intersects.
06:28:03 PM (00:28:46) MOTION: Having reviewed and considered the application materials,
public comment, and all the information presented, I hereby adopt the findings presented in the
staff report for application 18056 and move to recommend approval of the Park Place zone map
amendment with contingencies required to complete the application process.: Julien Morice

Requesting annexation of 0.52 acres (22,502‐sf) and amendment #17‐556 of the City Zoning
Map for the establishment of a zoning designation of R‐1 “residential single‐household low
density district”.

member questions.
06:46:57 PM (00:47:40) MOTION: having reviewed the materials, application, public comment,
and all the information presented, I hereby adopt the findings presented in the staff report for
application 17556 and move to recommend approval of Lot 3, Tract 7 Smith zone map
amendment with contingencies required to complete the application process.: Chris Scott

3. 06:55:36 PM (00:56:19) Alcohol ZTA 18097 (Rogers)
Zone text amendment limiting the restrictions set forth in 16‐3‐306(1), Mont. Code Ann. for
certain restaurants holding a State issued Beer with Wine Amendment alcohol license. The
amendment only applies to restaurants within the B‐3 and B‐2M zoning districts.

06:55:46 PM (00:56:29) Planner Tom Rogers provided a brief presentation summarizing the
proposed zone text amendment.
07:03:50 PM (01:04:33) Rogers answered board member questions. A general discussion
followed.
07:10:48 PM (01:11:31) Public Comment
Dave Weiss (904 S. Black) provided public comment regarding the alcohol separation, noting
that he thought the 600 ft. separation from church/schools is arbitrary. He asked that there not
be any type of zoning restriction on restaurants serving beer and wine.
07:19:00 PM (01:19:43) Jim Harris (3227 Garden Brook Lane) operates Bozeman Spirits and
owns White Dog Brewing. He supported removing the 600 ft. separation. Harris asked that the
rule be removed entirely in the B2 and B2M area and suggested removing the restriction just for
churches while keeping the school separation.

public comment and all information presented, I hereby adopt the findings in the staff report for
application 18097 and move to recommend the City Commission adopt Ordinance 1999, the
alcohol license for beer and wine exemptions text amendment: Chris Scott
