Subject: Municipal Code Modifications Regarding Residential Parking Permit Districts
Comments from Cursory Review of Ed Meece’s Commission Memorandum
Dear Commissioners,
Prior to directing the City Manager to draft an ordinance amending the Bozeman Municipal
Code with regard to creation, operation, expansion and dissolution of residential parking
permit districts, please review my following comments.
My wife, Kathy and I have owned our home at 1216 S 3rd Ave. for almost 18 years. Our home is
located within the Montana State University (MSU) Parking District and we are involved
members of the University Neighborhood Association.
Based upon our review of Mr. Meece’s Commission Memorandum it appears that he is
suggesting that operational changes be made to the MSU Parking District.
As long-time residents within the District, we were not aware that there has been any
problem with how the MSU Parking District has been functioning.
Neither our University Neighborhood Association nor we as residents were ever contacted
by the Bozeman Parking Program to solicit our comments as to potential changes in the
Parking District. Since we are the ones who will be directly impacted be these changes, we
are confused as to why we are being left out of the potential amendment process. Our input
should be sought early in the process and not after the ordinance has already been drafted.
Changes to our MSU Parking District should not be altered only to accommodate an ever
increasing MSU population. MSU has a responsibility to continue to provide and build
adequate parking lots on the east end of their campus to handle higher building densities
and they should not depend on the neighboring residential areas to provide for overflow
conditions.
We are opposed to the implementation of a time limited parking option within our district
since it would be in direct opposition to the Bozeman Municipal Code’s objectives of 1)
promoting tranquility among commuters and residents; 2) reducing noise; 3) reducing
traffic hazards and 4) reducing litter.
We suggest that the three distinctly different Parking Districts: MSU District, High School
District and the potentially new district north and south of Downtown be treated separately
because of their unique characteristics. We believe that any Municipal Code changes
implemented by a potential new ordinance be catered to reflect those three different areas.

Prior to drafting any ordinance that may affect our MSU Parking District, we suggest that
members of the Bozeman Parking Program meet with the residents of the University
Neighborhood Association to review their concerns and solicit our input.
Thank you for allowing me to voice just a few of our concerns regarding potential changes to
the Residential Parking Permit Districts.
