BACKGROUND: The Midtown and Downtown Urban Renewal Districts predominantly discharge into the same sewer drainage basin. As a result, new development projects, inflow, and infiltration in the sewer system in Midtown will impact sewer flows in Downtown, and vice versa. Capacity limitations within this basin cause almost every new proposed development to need to independently contract for flow monitoring to assess the impact of its project. This process adds time and expense for each project and asks individual developers to repeatedly analyze similar issues. Given that springtime inflow and infiltration is greater than other times of the year, this monitoring should be completed in the spring and missing the seasonal window could significantly delay the timeline for potential projects. In addition, comprehensively analyzing system flow in this area, allows the Public Works Department to update its flow model in a way that will assist infill projects throughout the study area, as well as assist with capital planning. A future phase of this project will include development buildout assumptions based on current zoning to extend this new data and its implications for capital planning. UNRESOLVED ISSUES: None. 123 FISCAL EFFECTS: Funding for Task Order #6 would come from Professional Services funds included in the FY18 Work Plan and Budget for the Midtown Urban Renewal District and the Downtown Urban Renewal District. On April 5, 2018, the Midtown Urban Renewal Board voted to reallocate funding from construction engineering for back-in angle parking on 5th Ave. to this project. The lump sum cost of the task order is $65,040. Midtown’s portion of the analysis would be $16,205 and Downtown’s portion would be $48,835. This Task Order is dated , 20____ between City of Bozeman (City) and Sanderson Stewart (Contractor). The following representatives have been designated for the work performed under this Task Order: City: David Fine, Economic Development Specialist Contractor: Danielle Scharf, Associate Principal SCOPE OF WORK: The scope for Task Order No. 6 is detailed in the attached Midtown Urban Renewal District Scope of Work – Task Order No. 6 4/4/2018. COMPENSATION: Sanderson Stewart will bill for its services on a lump sum basis with a project total of $65,040. Sanderson Stewart shall submit invoices to the Client for work accomplished during each calendar month. The amount of each monthly invoice shall be determined on the “percentage of completion method” whereby Sanderson Stewart will estimate the percentage of the total work (provided on a lump sum basis) accomplished during the invoicing period. The provisions of the Professional Services Agreement shall govern the Work. IN WITNESS WHEREOF, the parties authorized to commit resources of the parties have executed this Task Order: City of Bozeman Contractor By: By: Title: Title: Date: Date: 125 Midtown Urban Renewal District Scope of Work – Task Order No. 6 Midtown and Downtown Sewer Capacity Analysis – Flow Monitoring 4/4/18 Sanderson Stewart is pleased to provide this scope of work for the sewer flow monitoring portion of the overall planning project that will consist of a potential development build out analysis to determine future wastewater facility needs. This work is to be done as a part of the Midtown Urban Renewal District term contract for architectural and engineering services. We understand that the goal of the project generally is to determine the size and extent of wastewater infrastructure required to serve the Midtown and Downtown Urban Renewal Districts at full buildout, particularly as it relates to the upgrades of existing facilities. This project is being undertaken because there are concerns that uncertainty around wastewater facility needs are negatively impacting development. Specifically, developers are being required to expand infrastructure on an inefficient piecemeal basis adding cost to projects while not necessarily improving the capacity of the entire system. This scope of work is specific only to the sewer flow monitoring that will be required to calibrate the City’s sewer hydraulic model to account for inflow and infiltration (I/I) in the sewer mains within the project area. A separate scope of work and task order will be developed for the planning portion of the project. A detailed scope of services for the project is outlined below and a map showing the proposed study area is attached for reference. Scope of Work: Phase 1 (Midtown) and Phase 2 (Downtown) – Inflow and Infiltration (I/I) Flow Monitoring In order to calibrate the City’s sewer hydraulic model to account for inflow and infiltration (I/I) in the sewer mains within the project area, flow monitoring will be required. The intent is to monitor flows during storm events (up to three events). Specific tasks within this phase include: • Project initiation, scoping, and contract preparation. • Coordinate with City of Bozeman on the locations to temporarily install the flow monitoring equipment. We will also coordinate with HDR, who will be performing the hydraulic sewer modeling. We understand HDR knows where sewer flow splits and overflow locations exist within the sewer system and we will rely on their data and existing model rather than doing our own field observation of flow split locations. • Rent up to nine (9) sets of flow monitoring equipment to be installed in existing sewer manholes for up to three months. We have assumed two monitoring locations will be in the Midtown District and seven locations will be in the Downtown District. We understand the City has a flow meter already set in North Grand Avenue close to Tamarack Street and the City will provide the flow monitoring data from this meter. We would propose using the similar equipment that was used for the Wastewater Collection Facilities Plan Update (May, 2015), which consisted of Hach FLO-DAR sensors and FL-900 data loggers. Rainfall data will be obtained from the Wilson Administration 126 Sewer Capacity Analysis Scope of Work Page 2 Building weather station (KMTBOZEM100) and one more local weather station or on-site rain gauge. • Meet on-site with City of Bozeman during installation of the flow monitoring equipment (nine locations) and assist the City with calibrating the flow monitoring equipment by taking depth and velocity measurements. The velocity measurements will be taken with a hand-held flow meter probe. We understand the City of Bozeman will install the flow monitoring equipment inside the manholes and provide any necessary traffic control. We also understand the City will be responsible for changing batteries (approximately every 14 days) on the flow monitoring equipment. Sanderson Stewart will not enter any of the manholes and will only provide assistance and direction to the City from above ground. • Assist the City of Bozeman with moving up to four sets of the flow monitoring equipment to manholes further upstream within the Downtown District to refine where I/I is coming from. • Periodic download and inspection of flow monitoring equipment and download rainfall data from the weather station website. We have assumed two inspections/downloads per month between April and June, 2018 for each of the nine monitoring locations. The City of Bozeman will assist with the periodic downloads by providing traffic control and extracting the flow equipment as needed for Sanderson Stewart to download the data. • Compile flow monitoring and rain gauge data for submittal to the City of Bozeman.
