Task Order No. 5 with Sanderson Stewart for Parking and Sidewalk Improvements Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: David Fine, Economic Development Specialist SUBJECT: Authorize City Manager to sign Task Order Number 5 with Sanderson Stewart for 5th Avenue Parking and Sidewalk Improvements MEETING DATE: April 23, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Task Order. BACKGROUND: The Midtown Urban Renewal District includes the Westlake BMX Park. The recently approved park master plan includes the creation of back-in angle parking on 5th Avenue along the west side of the park. This style of parking preserves valuable open space within the park. The proposed parking will also serve a dual purpose of providing public overflow parking for evening events on Aspen Street. Improvements to the Westlake BMX Park are among the goals of the 2015 Midtown Urban Renewal Plan. UNRESOLVED ISSUES: None. FISCAL EFFECTS: Funding for Task Order #6 would come from Professional Services funds included in an amendment to the FY18 Work Plan and Budget for the Midtown Urban Renewal District adopted in fall 2017. The total cost of the Task Order is $31,000. ATTACHMENTS: Task Order No. 5 – 5th Avenue Parking and Sidewalk Improvements 118 Task Order Number 05 Issued under the authority of Professional Services Agreement with Sanderson Stewart for Architectural and Engineering Services in the Bozeman Midtown Urban Renewal District Term Contract 2015-2018. This Task Order is dated , 20____ between City of Bozeman (City) and Sanderson Stewart (Contractor). The following representatives have been designated for the work performed under this Task Order: City: David Fine, Economic Development Specialist Contractor: Danielle Scharf, Associate Principal SCOPE OF WORK: The scope for Task Order No. 5 is detailed in the attached Midtown Urban Renewal District Scope of Work – Task Order No. 5 3/30/2018. COMPENSATION: Sanderson Stewart will bill for its services on a lump sum basis with a project total of $31,000. Sanderson Stewart shall submit invoices to the Client for work accomplished during each calendar month. The amount of each monthly invoice shall be determined on the “percentage of completion method” whereby Sanderson Stewart will estimate the percentage of the total work (provided on a lump sum basis) accomplished during the invoicing period. The provisions of the Professional Services Agreement shall govern the Work. IN WITNESS WHEREOF, the parties authorized to commit resources of the parties have executed this Task Order: City of Bozeman Contractor By: By: Title: Title: Date: Date: 119 Midtown Urban Renewal District Scope of Work – Task Order No. 5 5th Avenue Parking and Sidewalk Improvements (Westlake BMX Park) 3/30/18 Sanderson Stewart is pleased to provide this scope of work for design services for parking and sidewalk improvements on 5th Avenue along the Westlake BMX Park frontage. This work is to be done as a part of the Midtown Urban Renewal District term contract for architectural and engineering services. We understand the project generally includes the design of back-in angle parking along the east side of 5th Avenue from Tamarack Street to the south end of the Westlake BMX Park (approximately 650 feet). This project will also include the necessary rerouting of the sidewalk around the proposed new parking and any associated storm drain improvements. These improvements will be in conformance with the adopted Westlake BMX Park Master Plan. A detailed list of assumptions and scope of services for the project are outlined below. Scope of Work: Phase 1 - Project Initiation This phase of the project will include project initiation and planning tasks, including scoping, contract preparation, and meetings with the City of Bozeman. All project management tasks and client meetings beyond project initiation will be allocated to the remaining project phases. Phase 2 - Topographic Survey and Base Mapping A detailed topographic survey of the project area will be conducted, including pre-survey utility locates, setting control as needed, and a corner search to establish right-of-way. Sanderson Stewart will search for up to six (6) property corners within the project vicinity to establish the right-of-way along the east side of 5th Avenue. Base drawings will be prepared in Autocad format following the completion of the topographic survey, and additional pick-up topo will be conducted as needed throughout the duration of the project. Public and private utilities will be located prior to the survey via one-call for inclusion in the base drawings. Phase 3 - Geotechnical Analysis Soils and pavement design evaluations will be conducted and recommendations for the roadway surfacing section will be prepared by a sub-consultant to Sanderson Stewart. It is anticipated that two soil borings would be adequate within the area planned for parking improvements along 5th Avenue. This phase will include a geotechnical report summarizing the findings that will be submitted with the preliminary plans. 120 Phase 4 –Preliminary Design Design tasks for this phase of the project will include layout of the new parking and sidewalk in plan view. Plans will include plan/profile sheets, cross-sections, typical sections, details, and signing and striping plans. Public and private utilities will be shown for coordination and identification of conflicts. Coordination with Northwestern Energy for potential relocation of overhead power poles will likely be needed. It is anticipated that storm water will be addressed primarily through the use of a double gutter, but additional inlets will be considered if needed. The design will also include new ADA accessibility ramps at the 5th Avenue/Aspen Street and 5th Avenue/Tamarack Street intersections. The existing irrigation system within the BMX park will be researched and it is anticipated that any necessary modifications will be addressed by the special provisions. Sanderson Stewart will prepare special provisions and a specifications manual including the templates for bid documents. The engineer’s opinion of probable cost will also be provided with this review submittal. All of the above information will be compiled into a set of plans, specifications and opinion of probable cost (PS&E) for review by the City of Bozeman. Phase 5 – Final Design Sanderson Stewart will address all review comments received from the City of Bozeman and prepare final plans, specifications and engineer’s opinion of probable cost. The final deliverable will include electronic copies of all submittal documents, as well as up to six hard copies. The following items are not expected to be needed for this project and are therefore specifically excluded from this scope of work: • Lighting and traffic signal design • Stormwater calculations and report • Stormwater Pollution Prevention Plan (SWPPP) permit • Right-of-way coordination • Wetland permitting and mitigation • Erosion control plans • Landscape and irrigation plans (by special provision only) • Construction administration, bidding and inspection services • Construction staking If needed, these items will be added as a separate task order or contract amendment. 121 Fees and Billing Arrangements: Phase Fee 1. Project Schedule: The anticipated schedule for this project consists of the final design deliverable within 3 months of notice to proceed. 122
