Designs for City Medians. This is project is a pivotal opportunity to enhance the streetscape of
Bozeman. Together with City of Bozeman (City) staff, we will create designs that enhance our
streets with aesthetically pleasing medians and lead the State in the use of innovative

INTRODUCTION
For over 50 years, government agencies, municipalities, and private
interests have relied on WGM Group for creative design solutions that
solve real problems in our communities. We deliver projects based
on common sense, strong relationships, political savvy, and solid
ethics – qualities that are hard to measure but critical to success.
From planning to implementation, we help our clients every step of
the way in completing their projects. WGM Group is a local Montana
firm, offering over 70 dedicated professionals from our offices in
Bozeman, Helena, Kalispell, and Missoula.
OUR TEAM
We are pleased to provide services for the landscape and
irrigation design entirely in-house. Our Landscape Architects are
experienced in both landscape design and irrigation design work.
This cohesive approach allows us to achieve innovative design and
integrate irrigation into the design process earlier than would be
possible working with a sub-consultant. Should additional scope
and services be needed, we are able to provide civil engineering
and natural resources needs.
OUR DESIGN & APPROACH
At WGM Group we focus on each client’s unique vision and
project’s needs. There is no one size fits all approach in our design
studio. Our highly experienced Landscape Architecture team will
work with City staff to successfully create medians that implement
water use efficiency, beautification, and offer a functional
maintenance plan. Additional consideration shall be given to
assure safe maintenance access at each facility. This vital public
infrastructure, when landscaped, provides for traffic calming and
public safety making it a crucial project. Finally, the medians and
roundabouts will serve as showpieces that highlight the aesthetic
beauty that is achievable with low-maintenance drought tolerant
plant species and efficient irrigation design. As a result this
project will enhance the sense of place and unique identity that is
Bozeman.
During the design process we will meet with City staff to assure
that our design focus aligns with the projects goals. As the design
of each median or roundabout progresses, water usage and
irrigation design will be considered as plant types and species
are selected. Innovative irrigation solutions will be considered
and implemented including xeriscape (dry-land), subsurface,
root zone, and drip irrigation systems. Through incorporating
the irrigation design into the early stages of the landscape
design, the design will present the aesthetic beauty of the
drought tolerant plant species while demonstrating the City of
Bozeman’s sensitivity as a steward of our environment through the
implementation of water conservation techniques.

KEY PERSONNEL
Lessa Racow, PLA, ASLA
Lessa will serve as the Project Manager and lead our team of Landscape Architects working to design
innovative city medians. Lessa is located in our Bozeman office, and is a Landscape Architect with over 14
years of experience. Project experience includes landscape design of medians, roundabouts, stormwater
management facilities, bio-swales, rain gardens, and streetscapes. She has experience designing irrigation
systems for residences, commercial buildings, and public parks. At the beginning of her career, Lessa spent
three years studying and working in Australia. Her time working in such an arid and dry climate, provided
her with a great understanding of xeriscape design and innovative water conservation techniques. Her
background provides a thorough knowledge of hardy, low-maintenance, and native plant species that
thrive in harsh, Montana conditions. Working in a holistic manner, she balances aesthetics with construction
feasibility.
Bruce Lutz, PLA, ASLA
Bruce is a Landscape Architect and graduate of the Harvard School of Design with over 40 years of
experience working in Kalispell, the Flathead Valley, and Missoula. He has worked on many drought tolerant
and dry-land median and roundabout projects across the state. Bruce brings a wealth of knowledge and
experience to the team.
Kate Dinsmore, PLA, ASLA
Kate Dinsmore is a Landscape Architect and SITES Accredited Professional with over 9 years of
experience. As part of WGM Group’s multi-disciplinary team, Kate has worked on a range of projects
that focus on building stronger communities, including land use planning projects, recreation and
transportation facilities, and site design. Her landscape design experience includes designing medians,
roundabouts, streetscapes, and commercial sites. As a graduate of the University of Arizona, Kate is
experienced with drought tolerant landscapes and arid environments.
Shelly Michalski, LAIT
Shelly is a Landscape Designer who recently completed her master’s degree in Landscape
Architecture from the University of New Mexico. She has experience working with plant nurseries
and drought tolerant design in semi-arid climates. Shelly assists our Landscape Architects during all
phases of the design process. Her experience includes work in the public sectors in landscape design.
She has a strong work ethic and commitment to quality that has served her well both professionally
and academically. Her interests include native plants, new urbanism, agriculture, and sustainability.
AVAILABILITY
Staff hours will be made available as needed for this project. We understand that the Medians 1, 2, and
3 must be completed within 5 weeks after the notice to proceed. Our staff is available to take on this
task. In addition to key personnel listed above, WGM Group consists of over 70-employees that allow
us to bring additional in-house services and resources needed to meet deadlines.

BROOKS, SOUTH, & RUSSELL STREET MEDIANS
The Brooks/South/Russell intersection is in the heart of Missoula’s Midtown. It is a highly developed
urban area with many businesses, residences, and the Western Montana Fairgrounds. Fixing “Malfunction
Junction,” as the intersection was known statewide, required finding a solution that would meet traffic needs
as well as serve adjacent land uses and allow safe pedestrian and bicycle traffic through the corridor. The
landscape design of the medians and boulevards features drought tolerant plant species and drip irrigation.
The once dreaded “Malfunction Junction” is now a vibrant part of Missoula with improved sidewalks,
landscaping, and bike lanes. Since this $6.1 million reconstruction, the area has seen a rise in redevelopment,
new businesses, private investment, and the formation of the Missoula Midtown Association, a group of
business owners, residents, and community leaders working to further improve the Midtown area. Through
innovative design, WGM successfully reconfigured the intersection, meeting the expectations and financial
goals of the City. This project won the 2008 ACEC-Montana Engineering Excellence Grand Project Award.

MILLER CREEK ROUNDABOUT
WGM has direct experience designing and evaluating roundabout geometry, including the design of
expandable roundabouts. For the Miller Creek Road Improvement project in Missoula, WGM’s traffic analysis
showed that a single lane roundabout would function well for many years, but would not accommodate
projected traffic levels when the area reached full build-out. Final design was a single lane roundabout, with
the diameter and geometry to allow easy conversion to a two-lane roundabout in the future. Ultimately,
WGM delivered a well-designed and well-built section of roadway including an expandable roundabout,
sidewalks, bike lanes, storm drainage, lighting, and landscaping on time and under budget, while
coordinating efforts with FHWA and MDT, who both had oversight roles on the project.
This successful project is a xeriscape dry-land roundabout that utilizes drought tolerant plant species and is
not irrigated.

39TH STREET/SW HIGGINS AVENUE MEDIANS
The 39th Street/SW Higgins Avenue project reconstructed an important urban arterial street in south
Missoula. This project involved designing a complete street by widening the street to add a center turn lane,
bicycle lanes, curb, gutter and sidewalk. A comprehensive storm drainage system, and sanitary sewer and
irrigation main improvements were added to the corridor. This required complex utility coordination to install
a large diameter storm drain in an existing urban right-of-way. This required complex utility coordination to

tolerant plant species and drip irrigation.
WGM provided project management, design, right-of-way acquisition, bidding, and construction
administration services for the project.

AIRPORT & EXPRESSWAY MEDIANS AND ROUNDABOUT
The Airport and Expressway Medians and Roundabout project is located in Development Park in Missoula
County. This innovative project incorporated drought tolerant plantings, drip irrigation, and subsurface turf
irrigation. The maintenance strip and “curb” were utilized to protect the plants from de-icer and sand as well
as dirt and debris kicked up from the road while providing a space for maintenance workers. From a traffic
calming perspective, the medians are broken into sections with different patterns and textures eliminating
long, linear, and repetitive patterns that could cause drivers to speed up. The medians were designed to
focus drivers on the views important to them such as vehicles coming from the driver’s left as they enter the
roundabout, rather than traffic entering on the other side of the roundabout. The vegetation in the medians
is designed to limit views of vehicles traveling in the opposite direction keeping drivers focused on what’s
ahead of them rather than the vehicles on the other side of the median.

QUALIFICATIONS
Mr. Lutz is a professional landscape architect with 43 years of
experience. Communication, adaptability and constructability are
core concepts in his design and planning work. Participating with
a design team as senior landscape architect and site planner is a
skill set that fits very comfortably in his tool bag. He was partner-in-
charge of landscape architecture, land planning and site-specific
design for Architects Design Group (ADG) from 1977 through
1991. While at ADG, Mr. Lutz was involved in a diverse collection
of projects including the 1979 and 1987 Update of the Kalispell
Downtown Redevelopment Plan, Flathead Valley Community
College Campus, Flathead Justice Facility, Earl Bennett Building and
numerous hospital and educational facilities.
Mr. Lutz founded the consulting firm Sitescape Associates in 1992. Initial projects included
a comprehensive development plan for Meadow Lake Resort and several Kalispell Tax
Increment Downtown Development Projects, including the Central School Plaza, First Street
Improvements, Avenue of the Arts and the Woodland Park Trail Connection and Overlook
Project. Other projects that evolved from this work included the Depot Park Expansion Plan
and the Lawrence Park Master Plan. Mr. Lutz also leads the planning and implementation
of the Kalispell Youth Athletic Complex and Whitefish Athletic Complex, and has been a
prime consultant on twelve Community Transportation Enhancement Program projects in the
Flathead Valley, Thompson Falls and Chester, Montana.
Current Kalispell work includes the master landscape plan for Spring Prairie Phase Four and
a master plan addition to the Kidsports Complex. Recent work in Whitefish includes the North
Valley Hospital Planned Unit Development, the Second Street TIGER Grant Project, the U.S. 93
Highway Project from Lupfer Avenue to Twin Bridges Road, and the 93 West Corridor Plan. Mr.
Lutz is currently working on the Russell Street Improvements Project and major site renovations
at Southgate Mall in Missoula.

PROFESSIONAL EXPERIENCE
WGM GROUP, INC., Landscape Designer (<1 Year)
Supports team of landscape architects and planners in the production
of landscape designs, renderings, diagrams, and presentation
materials for landscape architecture, transportation and planning
projects, proposals, and reports.
LONE MOUNTAIN CONTRACTING, Landscape Designer (4 Months)
Created landscape designs and drafted construction documents for a contracting company
specializing in sports facilities. Performed cost estimating, material take offs and renderings for
RFPs.
SELF-EMPLOYED, Landscape Design Consultant (2.5 Years)
Served as consultant for private landscape architecture firms in Albuquerque. Drafted
construction documents in AutoCad and created graphics and renderings for webpages and
landscape projects using Adobe software. Also as a consultant, worked for Bernalillo County
government under the direction of the Open Space Resource Specialist and the Parks &
Open Space Planning Manager to prepare site plans and illustrations for Special Use Permits,
grant applications, and project proposals for the Parks & Recreation department.
PLANTS OF THE SOUTHWEST, Nursery Staff (3 Months)
Developed planting plans for residential projects in the Albuquerque Metro Area using the
native plant inventory of the Plants of the Southwest nursery. Also acted as cashier and helped
maintain the health and appearance of the nursery grounds and plants.
BERNALILLO COUNTY GOVERNMENT, Open Space Intern (2.5 Years)
Assisted the Planning Manager in prepping for and engaging in community meetings and
charettes for the Parks, Recreation, & Open Space plan (PROS plan), a planning document
influencing decisions up to the year 2030. Created and followed through on work orders that
contributed to the upkeep of Open Space properties. Performed general administrative office
duties.
LCS HISTORIC STRUCTURES INVENTORY INTERN, National Park Service (3 Months)
Travelled to three national historic sites within the Rocky Mountain region to do field
assessments on historical structures that were on the National Register of Historic Places.
Located registered structures using Trimble, took photos, and made notes regarding their
physical condition in order to record the data on the List of Classified Structures electronic
database.
PROJECT EXPERIENCE
McEwen Storm Drainage Pond PERCHA, Albuquerque, NM
Completed a Community Forest Project landscape design for an outdoor educational/
recreation area on a 2.5 acre stormwater drainage outfall property for community members,
healthcare campus employees and patients. Incorporated habitat considerations for wildlife,
storm water management, and urban agriculture. The design is part of a larger network
of similar sites that connect back to the Valle de Oro National Wildlife Refuge as PERCHAs
(Prescribed Endemic Refuge Connected Habitat Areas). Rendered site plans and construction
documents using AutoCad and Adobe software, developed site maps using GIS, and
engaged in stakeholder meetings for a design that included trails, an outdoor classroom
amphitheater, orchards, native plants, and passive irrigation swales.
