Because I missed the cut-off window for public comment, my hope is that these comments/ideas can still be debated and not fall into a "too late" abyss (hence only sent to you). Take ownership of the ideas you support if that will keep them alive. They were on my to do list, and I told you I'd get them to you at the Midtown meeting...want to be true to my word! Box 1230 | Bozeman, MT 59771 P: 406.595-3295 | E: Tcunningham@bozeman.net | W: www.bozeman.net ________________________________ From: Scott Hedglin [scotthedglin@live.com] Sent: Sunday, April 15, 2018 11:14 AM To: Terry Cunningham Subject: [SENDER UNVERIFIED]Strategic Plan Terry- Sorry for the delay in getting these comments/ideas to you...hopefully as tasks are defined to implement the vision, some of these things can be considered: 1.1.a - hopefully public outreach from volunteer boards will be open to board discretion, not hindered by process, and not subject to "standardized" protocol. 1.1.b - hopefully significant time is spent figuring out a navigation system so access to city documents does not change over time making it easier for the seeker (no more "page not found" or info moving from one webpage to another..."it was here yesterday"). 1.2.a - curious to know if TIF boards are going to be combined or remain as is. 1.2.b - will increase in community engagement lessen authority or delay decision making abilities of boards/committees/commission? 2.1 - support of new businesses needs to be for both well-funded and financially-challenged folks. Need to keep the "mom-and-pop" shops alive in Bozeman. Maybe a fund similar to affordable housing fund to provide assistance? 3.2.a - additional tax-funded positions need to prove their worthiness. Specifically on this item, there are churches, non-profits, affordable housing committees, etc that are helping...another cog in the wheel needs to be effective (or eliminated after period if time if not). 3.3.a - see 2.1 above to increase diversity of businesses, employers, etc. 4 - "Bozeman feel" needs to be defined...currently, it is too subjective and allows for clashes between opinions with each party twisting their definition to their advantage and creating division amongst ourselves. 4.1.a - streamlined development reviews will certainly help businesses and housing to be affordable, but they need to occur thoughtfully, not via prescribed, canned, non-creative, solutions that are simply checking boxes on materials, colors, building heights, etc. 4.1.b - aligning policies...e.g. brownfield & infill develoment needs to be faster/easier than greenfield sprawl...unfortunately with infill, "studies" become necessary whereas with sprawl, the developer defines the constraints and "new and shiny" makes review easier. 4.2.d - NCOD was removed from Midtown boundary...paragraph needs to be re-writen for clarity. 4.3.c - include Midtown on this item...which we're doing. If Midtown spends the bucks, maybe Engineering prioritizes the review process?? 4.5 - where does Streamline fit in? 6.1.a - scale of water management areas needs consideration. Neighborhood storm-water management "districts" will help with infill strategies/priorities. 6.3.a - Climate Action Plan is good idea, but needs to be weighed against other priorities. When push comes to shove, will affordable have priority over green? 7.1.a - the idea of a "team" being assigned to Midtown for planning/engineering review has been discussed previously...time to implement. 7.1.b - hopefully staff culture of innovation isn't stymied by section 1.1.a protocols. Helpful, team-attitude approach needs to be encouraged even if it is outside of the "standard" protocol. To make a point, the "Bozeman feel" should be about neighbors helping neighbors not referring someone to a website. 7.2.a - balance against government becoming too big. Demand accountability with consequences. Lots of people like to coast. 7.3.c - collaboration is good, but don't add more redtape or allow "collaboration" be an excuse for not being able to provide info/decisions/etc. Thanks Terry. My intent is these are my individual comments (not as Midtown Chair), but some sway into the Midtown realm.
