Community Affordable Housing Advisory Board

the Committee. There will also be an opportunity in conjunction with each action item for comments

F. Action Items:
1. 08:05:08 AM (00:03:55) Review of CAHAB Board positions currently required by Resolution 3540 and
discussion as to whether these are still the positions CAHAB should have and whether CAHAB should
recommend that the Commission change any of these.
Board member, Kevin Thane proposed new criteria as an approach to fill openings on the board that have
been difficult to fill in the past.
08:10:01 AM (00:08:48) Board members hold a general discussion regarding changing criteria for open
positions on the Community Affordable Housing Advisory Board. Board members also discussed changing
the time of the meeting to make it more accessible for new members.
2. 08:38:11 AM (00:36:58) Discussion of current statement in Resolution 3540 requiring 5 CAHAB
members for a quorum. Should CAHAB recommend it be changed to a majority of the “currently
filled positions” (as described on the City's general bylaws for advisory boards in Resolution 4377).
Chair Brian LaMeres shared that Bozeman’s Legal Department found that Resolution 4377 applies
to all advisory boards and as such, a quorum is made up of a majority of the currently filled seats. A
general discussion followed.
08:39:56 AM (00:38:43) Assistant City Attorney, Karen Stambaugh, offered some clarification on the two
resolutions referenced in the discussion and provided insight as to how to maintain consistency between the
general board regulations and CAHAB’s bylaws.
3. 08:44:33 AM (00:43:20) Discussion of current prosed Affordable Housing land initiatives:

08:46:10 AM (00:44:57) MOTION that CAHAB request that the Community Development Division
prepare and provide CAHAB at its regularly scheduled meeting on April 11th, 2018 a report
detailing any infrastructure issues that may be encountered in the development of the land to
the East of Highland Blvd. and adjacent to the softball complex. The report is to include any
known changes that may result by current or subsequent development in the surrounding area
by other parties: Kevin Thane

08:48:02 AM (00:46:49) Assistant City Manager, Chuck Winn, provided some communication on behalf
of the City Manager regarding current city projects and the new Affordable Housing Program Manager
position. A general discussion followed among board members, Chuck Winn and Director of Community
Development Marty Matsen.

D. 09:13:04 AM (01:11:51) Approval to put out feelers to Developers relative to providing land
Board members held a general discussion regarding potential future conversations with
developers in order to provide affordable housing, should land be provided by the city.

4. 09:25:20 AM (01:24:07) Discuss recommending to City Commission that CAHAB Affordable Housing
funds be used to promote/market the affordable housing ordinance after it is rewritten and
approved in an effort to proactively inform/educate buyers, developers and builders. (Stratton)
G. Non-Action Items:
1. 10:04:46 AM (02:03:33) Item Continued to a future meeting: Status update from CAHAB Affordable
Housing Ordinance (AHO) Revision Subcommittee and changes proposed since previous approval by
CAHAB. (Thane, Guyer, Stratton)
a. Discuss urgency of moving forward to include Rentals and Condos.
2. 10:05:25 AM (02:04:12) Request that Community Development provide the following data:
a. How many platted but undeveloped lots are there within the city?
b. How many units (broken down by single family, multi family, condos and apartment rentals
have been permitted by the city, but not yet completed.)
Director Matsen notified the board that the majority of this information will be available upon the
release of the Community Development Department’s Annual Report.
3. 09:45:48 AM (01:44:35) Update on CAHAB request to the City Attorney regarding legality of
affordable housing fee proposal.
a. Memo from Assistant City Attorney Karen Stambaugh Re: Affordable Housing Fee Proposal
Assistant City Attorney, Karen Stambaugh explained why the Bozeman City Attorney’s Office feels that it is
not legal to add affordable housing fees to the building permit process. A general discussion among
board members and Stambaugh followed.
