B. PUBLIC COMMENT
Limited to any public matter within the jurisdiction of the Bozeman Area Transportation
Coordinating Committee not on this agenda. Please limit your comments to three minutes.
Marilee Brown spoke about a letter of support she, for Safer Bozeman, was asked to write
for the Bozeman School District for a Transportation Alternatives application.
C. MINUTES – January 11, 2017, January 25, 2017, March 21, 2017
Craig Woolard moved to approve the minutes from January 11, January 25 and March 21,
2017. Jeff Ebert seconded the motion. The motion to approve the minutes were approved
unanimously.
D. SPECIAL PRESENTATION - None
E. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES
(Members of the TCC who sit on other related committees, are invited to report on such
activities that are of interest to the full TCC)
1. Transit Committee
David Kack spoke about Skyline and mentioned that ridership is up 11% over the last year.
Streamline ridership stayed the same. They are looking at providing more services with
Streamline, just need to finding the funding for it. They are using the Transportation
Demand Management project to map addresses of MSU faculty, Bozeman Health and City of
Bozeman employees to show proximity of employees to existing transit roads.
2. Gallatin County (Commission, Planning Board, Road Department)
There were no updates from Gallatin County.
3. City of Bozeman (Commission, Planning Board, Engineering Department)
Craig gave an update on construction projects planned for this summer. The City will be
constructing upgrades to Kagy Boulevard, Oak Street, Ferguson Avenue, Flanders Mill Road,
E. Olive Street, Graf Street, and S. 11th Ave and Ferguson and Babcock. He recommended
that folks follow the Bozeman Street Report webpage.
4. Bicycle Advisory Board
Bill Cochran is no longer on the board. It’s unclear at this point, who will represent the board
at TCC. Candace Mastel gave an update as member of the board. They are currently
reviewing the Frontage Road Corridor Study and are focusing on bills to lobby for and
against at the Legislature.
5. Pedestrian and Traffic Safety Committee
Mandee Arnold mentioned the PTS wrote letters of support for Transportation Alternative
projects submitted by the Bozeman School District and the City of Bozeman. They lobbied at
the Legislature in support of an increase in fuel tax. There is a new organization being
formed to advocate for the shared use path along Frontage Road. PTS is partnering with this
organization.
6. Montana Department of Transportation
Joe Walsh and Jeff Ebert spoke about the Rouse project that is expected to be completed in
mid-summer 2018. They are working to complete the safety project (right turn lane) at
Patterson and S. 19th Ave. They also talked about the safety project in Bridger Canyon
including new guardrails, signage and flasher installation. They will start a signal safety
project in June incorporating the flashing yellow arrows throughout the City. They expect
this to be completed in October. Rouse Avenue Phase II is progressing. They are working on
obtaining right-of-way. They have received the needed parcel to complete the Belgrade
South project on Jackrabbit. Cottonwood and Stucky is in the right-of-way phase.
Katie Potts mentioned that they are accepting public comment on the Frontage Road
Corridor Study until May 14. Next year, MDT will be working with Robert Peccia and
Associates on the City of Belgrade Transportation Master Plan.
7. Montana State University
Candace Mastel updated the group on MSU’s progress on the MSU Transportation Plan. The
draft plan is currently posted on the Campus Planning, Design and Construction webpage.
Candace will send a link to Katherine Maines and she’ll send it out to the group. She asked
that there be better coordination between entities on closures.
Steve Albert shared information regarding the Federal Highway Administration released a
request for proposal (RFP) for $60 million a year for the next five years related to
congestion. The Western Transportation Institute is going to respond to that RFP. Steve
asked anyone to contact him if they are interested in participating.
8. Other TCC Member/Committee Reports
None
F. OLD BUSINESS
City of Bozeman Transportation Master Plan (TMP) Update – Recommendation
Craig informed the TCC that a final draft of the Transportation Master Plan was presented to
the City Commission on the 17th. They received good feedback and made the requested
changes. The updated draft will go back to the Commission on May 1 for adoption.
Dave Crawford asked if the revenue projections included the new gas tax amounts. The
answer was no.
Jeff Key went through each comment received at and since the Commission Meeting on
April 17th.
It was asked whether a verbal recommendation would suffice as official versus a written
recommendation.
Chris Scott asked whether there were any major changes from the 2007 plan. Jeff
mentioned that all previous plans included Highland Blvd extension. This plan does not. And
after the City Commission presentation on the 17th, Goldenstein is still in the plan. Chris
mentioned that the County will continue acquiring ROW based on the 2007 plan since there
are no major changes and they won’t be adopting this plan.
Dan Martin moved to accept the plan and recommend the plan to the City Commission.
Chris Scott asked if the TCC wanted to recommend that the County adopt the TMP? If the
TCC recommends it’s adoption by the County then the County Planning Board would likely
recommend it as well. Jeff Krauss suggested that the TCC wait to see what happens with the
City Commission before recommending adoption by the County Commission.
Jeff Ebert seconded Dan’s motion. It passed unanimously.
G. NEW BUSINESS
None
H. UPCOMING MEETING DATES AND ADJOURNMENT
Jeff Krauss asked that someone give an update on the Trail to the M at the next TCC
meeting. Katherine will add it to the agenda.
