B. PUBLIC COMMENT
Limited to any public matter within the jurisdiction of the Bozeman Area Transportation
Coordinating Committee not on this agenda. Please limit your comments to three minutes.
Marilee Brown informed the Committee that the unofficial group promoting the shared use
pathway on Frontage Road is reorganizing. Their goal is to become a nonprofit so they can raise
funds for the pathway design concept. They urge the Montana Department of Transportation,
the City and the County to make sure pathway is part of corridor study. They are not asking for a
commitment.
C. MINUTES – October 26, 2016
It was moved and seconded to approve the minutes from the October 26, 2016 Transportation
Coordinating Committee meeting. The minutes were approved unanimously.
D. SPECIAL PRESENTATION
Montana Infrastructure Coalition – Chris Kukulski
Chris Kukulski was unable to attend the meeting but a handout was given providing information
on The Bridge and Road Safety Accountability Act LC1504.
E. TCC COMMITTEE/MEMBER REPORTS & PROJECT UPDATES
(Members of the TCC who sit on other related committees, are invited to report on such
activities that are of interest to the full TCC)
1. Transit Committee
David Kack shared that Streamline & Skyline remain busy with ridership and that they are in
discussions with ASMSU to increase services. Students account for 50% of the ridership.
2. Gallatin County (Commission, Planning Board, Road Department)
Steve White spoke about the Nixon Bridge Hearing held last week. Commissioner Skinner & Bill
Brownell went to Helena to testify for TSEP funds. These funds, in addition to an RID, would be
used to pay for the Nixon Bridge replacement. He also complimented the County Road
Department on the plowing of Hyalite Road.
Dave Crawford asked whether the County anticipated additional development on Nixon Gulch
Road after replacement of the bridge. No one in attendance from Gallatin County were aware of
any development plans.
3. City of Bozeman (Commission, Planning Board, Engineering Department)
Craig Woolard mentioned that the City’s Capital Improvement Program has been adopted by the
Commission.
4. Bicycle Advisory Board
Bill Cochran mentioned that the City maintained Silver Status Certification from League of
American Bicyclists as a Bicycle Friendly Community. He went to Helena on Monday and
testified for the Safe Passing bill (House Bill No. 267) which would codify language requiring
vehicles to pass bicycles at a minimum distance of 3’ when traveling at speeds of 35 mph or less
and a minimum distance of 5’ when traveling at speeds greater than 35 mph.
5. Pedestrian and Traffic Safety Committee
Ralph Zimmer updated the committee on the status of the proposed Frontage Road shared-use
pathway. Previously the group promoting this pathway planned to submit an application to the
Montana Department of Transportation for funding of a segment of the route through their
Transportation Alternatives program. At their last meeting, the group decided to wait to submit
this application.
6. Montana Department of Transportation
Jenn Nelson shared the state’s funding shortfall may affect some upcoming projects in the area.
The second phase of the Rouse Avenue reconstruction and the Huffine/Love Lane signal could
be eliminated.
Katie Potts informed the committee that by the next TCC meeting they should be able to
present the Corridor Study. The third public meeting for the study is scheduled for early April.
Bill Cochran mentioned House Bill 225 for trail maintenance & bike/pedestrian education. This
bill proposes a fee similar to the optional park fee residents can pay with their vehicle
registration. 80% of the funds received for this fee would go to maintenance of trails (90% of
which would go to MDT, 10% would be local) and 20% would fund education.
Ralph asked about the status of Jackrabbit Lane project. Jenn said that MDT is still working on
the condemnation issue so the project may be delayed due to that, not funding.
7. Montana State University
Dan Stevenson shared that the new parking garage is open. MSU is also proceeding with their
Transportation Master Plan update. The City, MSU and WTI have collaborated on a Traffic
Demand modeling project headed by David Kack. At this point in the project, they are recruiting
major local employers to determine missing links in the alternative transportation network.

G. NEW BUSINESS
Election of Officers
It was moved and seconded to reappoint Chris Scott as chair, Dan Stevenson as vice-chair and
the City as recording secretary. The motion passed unanimously
Upcoming Transportation Master Plan Review – Special Meeting Schedule
Jeff Key informed the group of the upcoming proposed schedule for the Transportation Master
Plan Update.
January 30th: The internal draft will be submitted to City staff.
February 6th: The draft will be posted to website (www.bozemantmp.com).
February 27th: Robert Peccia and Associates and City Staff will give an Informational
Presentation to the City Commission.
March 1st: There will be a third Public Meeting (tentative).
March 16th: Public comment on the draft will be due (tentative).
After discussion, the TCC decided to hold a special meeting on Tuesday, March 21st for a
presentation of the draft update. This meeting will occur at 1:00 pm in the Basement
Conference Room at the Professional Building, 20 East Olive Street.
