D. SPECIAL PRESENTATION
Bozeman Area Transportation Plan Update (Woolard, Key)
Jeff Key, Robert Peccia and Associates, began by going over the tentative schedule:
January 30th, Presentation to the City Commission & Release of the Internal Draft
Release the Draft to the Public on February 6
Hold the 3rd Public Meeting at the end of February
Special TCC meeting in early March
March 27 Formal Public Hearing City Commission
Final Adoption in April
This plan is more succinct than the last plan. The appendices are technical memorandums that
have been created over the process of the update. Two sections have not yet been completed.
RPA is still working through the Traffic Operations Standards and Best Practices chapter which
will look at level of service (LOS) and what other communities do with LOS. The Corridor Striping
Plan has not yet been completed either.
The study area is smaller than the past study area boundary used in the past. For the most part,
the boundary used in this update matches the Bozeman Community Plan boundary. Jeff also
spoke about Bozeman’s urban boundary. By the next consensus, there is reason to believe that
Bozeman’s urban boundary will overlap with Belgrade’s urban boundary. This will result in an
urban boundary with more than 50,000 people which will fit the requirements of a metropolitan
planning organization (MPO). This categorization has staffing and planning requirements.
This plan includes performance measures in the implementation chapter. There are seven goals
and objectives that speak to maintaining existing infrastructure, connectivity and a balanced
system, land use and planning, safety and security, economic vitality and environmental and
financial sustainability.
The public has been heavily involved in this update. RPA and Alta have met with 40 groups, held
multiple public meetings, attended the Christmas Stroll and provided an online forum for
comments. Another public meeting will be held in February. All written comments are included
in the report.
This plan also includes a large focus on alternative transportation including bicycling, walking
and transit. Alta showed the health benefits as well as the financial benefits of an increase is
biking and walking. In the recommendations chapter, there are separate sections for bike and
pedestrian improvements.
RPA calculated LOS of 63 intersections in this update, down from the last update. The results are
included in this plan. Also included is level of traffic stress, metrics for bicyclists.
Jeff went on to talk about the recommendations. Included in the plan is a list of committed
projects that are listed in the City’s approved FY18-FY22 Capital Improvement Plan. Many
recommendations from the previous plan were rolled into this plan as well.
When discussing section 5.1, Triple Bottom Line Influence, Jeff explained the reasons for
including the concept. He had brought it up in previous technical working group and public
meetings with little interest and then was asked about it by the Climate Action Committee. Chris
Kukulski suggested that examples of how the concept is used by other cities be included in the
plan.
Also included in the plan is a section detailing MPO requirements. The City of Bozeman will
qualify as an MPO in the near future.
One of the last things Jeff spoke about were the performance measures and targets. Jeff
presented the TWG with a long list of performance measures and was asked to keep it as simple
as possible. Each measure includes a target.
There was some discussion on the Projected Funding table (Table 6.2) and how to make it less
confusing. Suggestions were made and Jeff agreed to update it.
Jeff anticipates that the draft will be out on February 6.
