E. Announcements:
-- Brian made some contacts with the school district to see who could help identify students
that could benefit from the scholarship program for city programs. She coordinates services
for homeless children,and he let her know about the program.
--Tommy gave a brief update about GALLA10's work.
-- Steve went over the nominations for chair and vice chair.

1) Action Items:
a.Amendment to the Recreation and Parks Advisory Board Bylaws, Procedure of the
Subdivision Review Committee: Brian Close
Recommended Motion: I hereby move to recommend City Commission amend the
Recreation and Parks Advisory Board Bylaws as follows, under"SECTION 12 -
COMMITTEES, PART E.,"add the following at the end of the section:The Chairman of
RPAB, as an ex officio member,may vote on motions of the Subdivision Review
Committee if needed to complete a quorum.

b.Confirmation of Subdivision Review Committee Chair: Brian Close
Recommended Motion: I hereby move to approve Richard Shanahan as Chair of the
Subdivision Review Committee.
-- Recommended Motion made by Brian; seconded by Steve R.; approved by all (12) in
attendance.
c. Parks and Recreation Department's Policy and Fee Schedule: Mitch Overton

Recommended Motion: Having considered all information presented and public input
received to date, I hereby move to recommend that the City Commission adopt the
Parks and Recreation Department's Policy and Fee Schedule for Facility Use and
Programs as presented.
-- Mitch gave an overview of the work so far,which has a goal to reduce the subsidies
from the general fund. It contains all of our policies in one location which will make it
easier to review annually. Two years of City Works data helped to determine the true
costs of maintaining our parks.The team looked at program costs to help determine the
fees.
--A discussion took place to consider the adults who could benefit from a scholarship
program.The Swim Center was an example given of having programs that adults would
use but couldn't afford.The goal of these fees is to have adult program and activities
provide 100%cost recovery.
-- Mitch explained the Exhibits fee schedule,which match up with the policy sections,
and how those were determined, including the non-resident rates.The public will have
access to the policies and fees on the website to predict how much an event or rental
will cost based on the variables and options.
2) Division&Gallatin Valley Land Trust Report: None
3) Trails, Open Space and Parks Committee Report:Stephanie Gray
--Stephanie referred to her report from last month and handed it off to Carolyn to
report further about the current bids.
4) Subdivision Review Committee: Carolyn Poissant
-- She gave updates of 3 projects that recently went before the committee.These will all
go to Commission for approval.
5) Parks&Cemetery Superintendent Report: Thom White
-- He gave an update on the ice rinks which are not open yet and still waiting for
consistent cold temps to get them started.
6) Parks&Recreation Director Report: Mitch Overton
--With a shortage of field space, he and Thom have been working with MSU and SD7 to
find options for field use.
--The Capital budget is going through its approval right now, and the Parks budget for
2020-23 was removed with noted anticipation of it being funded through the Parks and
Trails District. Discussion continued about when this P&T District would be presented
to this board. It will be on the January agenda.

7) City Commissioner Perspective: Carson Taylor
--This was Mayor Taylor's last board meeting. He explained how the City relies on the
feedback and recommendations it gets from the board,and he thanked everyone for
their time and energy and commitment.
8) FYI/Discussion
--Next meeting: January 11th, 2018
