September 4, 2018 • Presentation - TBD • Work Session – TBD • Discussion, Planning, Advertising for Public Open House October 2, 2018 – Target date for Public Open House 2 *NOTE: Additional, topics and meetings may be identified along the way thus, this is a “flexible” roadmap for our process over the next few months. The October Open House may be scheduled later due to preparing documents and outreach materials. MEMO: PCC Goals and Products Date: April 6, 2018 Submitted by: Jennifer Boyer, PCC Facilitator April 3, 2018 Goal Identification Summary Immediate Actions (April-July 2018) • Develop a shared platform (including base map) to build recommendations on • Create a Digital Map o Boundary map for PCC geography (the intersection of Bozeman, Belgrade and the County) that is modeled after the Billings map for annexation and planning.  Boundaries: Jackrabbit to the West Gallatin, Huffine to Elk Grove, North to North Penwell Bridge Rd, include airport interchange and River Rock.  Growth policy and jurisdiction boundaries, service districts, school districts, county zoning districts, transportation, 911, NW Energy  Infrastructure maps that will guide future development patterns  Water and Sewer infrastructure  Develop a series of layers that can project planned infrastructure for next 20 years. • Uniform statement or vision that is included in new growth policies that speaks to the big picture future of the Gallatin Valley • Adopt uniform direction on coordination between governments in new growth policies • Create a matrix that compares different planning approaches, their attributes and outcomes o Identify which approaches are best suited for PCC recommendations • List of recommended actions we can supply the three commissions that target practical steps to support cooperation o MOUs between governments 3 o Bozeman-County Map adopted Intermediate Actions (July-October 2018) • Create a blueprint for how the communities will grow together and include the services and infrastructure for expected growth (how will Valley Center / Cameron Bridge build out? How will the airport interchange affect development?) o Agree on mechanisms to ensure uniform approach to our community plans i.e transportation to aid coordination and information sharing • Utilize existing information and generate new information where there are gaps. Use the data and studies to inform recommendations and share on a clearinghouse (website?) for the PCC • Develop the fiscal case for infrastructure planning, how the coordinated approach will save money? Future Actions (October 2018…) • PCC website that can serve as a clearing house for PCC products, reports and research (action: Chris Saunders will investigate Bozeman IT capacity) • Understand how the communities identify themselves (Gallatin Gateway, Four Corners etc.) Evaluation: do our recommendations support community identity? • Identify how to mitigate conflict at the rural-urban interface, where are the rubs? • Evaluation: do our recommendations support the value of our community? Do they support quality of life attributes and economic values (triple bottom line) of our businesses and land? o Public outreach and engagement opportunity (October Open House)
