SUBJECT: Resolution No. 4902 – KaBOOM! Playground Grant Application 2018-07 for the Bozeman Sports Park

RECOMMENDATION: Adopt Resolution 4902 authorizing submittal of a grant application to the “KaBOOM!” organization (https://kaboom.org/grants) to construct a volunteer-built
playground at the Bozeman Sports Park with matching funds provided by the Bozeman Sports
Parks Foundation.
BACKGROUND: Resolution No. 4521 approved the allocation of Trails, Open Space and Parks
(TOP) bond funding in an amount not to exceed $7,500,000 for the acquisition park land and development of the Bozeman Sports Park and called for the City to enter into a binding agreement with the party responsible for providing the required $976,100 cash and / or in-kind match for the
TOP project. The Agreement with the Bozeman Sports Park Foundation (“Foundation”) was
approved on February 23, 2015 for this purpose.
A playground site is included in the approved Bozeman Sports Park Master Plan. Grant application No. 2018-07 (Attachment A) has been authorized by the City Manager, Finance Director, and
Director of Parks and Recreation per Administrative Order 2014-01,
According to KaBOOM!, an anonymous donor has contributed approximately $90,000 for a
potential project in Bozeman. If awarded, the project will involve mobilizing 200 volunteers to
construct a 2500 square foot accessible playground in one day in August of this year (2018). Members of the community and the Foundation have agreed to assist with logistics and the
Foundation has agreed to contribute $8500 for the required match for the project (Attachment B).
Approximately $45,000 from the $1.7 million loan funding allocation to the Sports Park that is
proposed to be financed by the Foundation would be utilized for site preparation (excavation,
grading, seeding and irrigation) and logistical supplies (tools and equipment) for the playground.
UNRESOLVED ISSUES: If the grant is not awarded, the playground will be constructed at a
later date when funds become available. The $45,000 allotment would be used for items such as
bleachers and shade structures in the Sports Park.
ALTERNATIVES: Per Commission.

FISCAL EFFECTS: The grant requires a match of $8500, which the Foundation has agreed to
provide. No new funds are being requested.

GRANT APPLICATION TO THE KaBOOM! ORGANIZATION FOR INSTALLATION
OF A VOLUNTEER-BUILT PLAYGROUND AT THE BOZEMAN SPORTS PARK
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA,
WHEREAS, Resolution No. 4521 approved the allocation of Trails, Open Space and
Parks (TOP) bond funding in an amount not to exceed $7,500,000 for the acquisition park land
and development of the Bozeman Sports Park ; and
WHEREAS, the KaBOOM! Organization administers a grant program with funding
available for volunteer- built playground construction; and
WHEREAS, a playground is included on the approved Master Site Plan for the
Bozeman Sports Park;
WHEREAS, Grant No. 2018-007 application has been approved by the City Manager,
Finance Director, and Director of Parks and Recreation in compliance with Administrative Order
2014-001; and
WHEREAS, the Bozeman Sports Parks Foundation has committed to providing the
matching funds necessary for the project.

NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of
Bozeman, Montana, that the Commission hereby approves of the submittal of the grant application
to the KaBOOM! Organization for installation of a volunteer-built playground at the Bozeman
Sports Park, with the required match being provided by the Bozeman Sports Parks Foundation.
PASSED, ADOPTED, AND APPROVED by the City Commission of the City of
Bozeman, Montana, at a regular session thereof held on the 16th day of April, 2018.

The City of Bozeman Parks Division is responsible for the overall development and maintenance of over
450 acres including 42 public parks, 52 miles of trails, sports fields, playgrounds, park buildings, and
natural open space areas within the City limits. Much of our parks, trails and open spaces are managed in
partnership with local groups, which helps to maximize every dollar. The Recreation Division manages a
wide variety of programs for all ages throughout the city. At the Bozeman Sports Park, the focus will be
primarily on field sports, including youth and adult soccer, lacrosse, and rugby. The park entry pavilion,
which includes a restroom and vending facility, will serve as a trail system wayfinding station and
orientation site for the facility. The trails, playground, and open space areas will serve the entire
community and provide opportunities for picnicking, ultimate frisbee, Tball, outdoor exercise classes and
many other activities. The Bozeman Sports Park site is a destination park for field sport leagues,
tournaments, and special events that will draw visitors from throughout the region. The Recreation
Division will also hold supervised day camps for field sports and other activities throughout the summer
at the park.

equipment or Play Everywhere installation. Why is it important for your community and the children
you serve to have a new play area or equipment?
We want to know what makes your community unique and why you need this grant! Feel free to
overshare.
During the master planning of the Bozeman Sports Park site, many community members requested that
play equipment be installed early on. It is needed for a number of reasons: 1) for smaller children and
siblings that do not play soccer; 2) to encourage interactive play outside of fields sports and during
waiting periods between games; 3) as an amenity for the park and the entire community, as well as
visitors. Additional features that are planned for the Sports Park include a splashpad; walking/jogging
paths; open play areas; picnic pavilions; and a dog agility course.

The "event" is really the tremendous population growth we are experiencing, especially of youth under
12. Playgrounds are highly requested throughout the city.
Play brings friends and families together, teaching kids how to interact as part of a group, resolving
conflicts, and strengthening bonds.

The playground will be in a developing area in a park that will host numerous special events, such as

To be honest, Bozeman is not very ethnically diverse, however, it is changing rapidly. The median income
is over $10K lower than the nation's. The area's economy is predominantly service sector as tourism is
the state's #1 economic driver. As such, many people work several low-wage jobs as the cost of living is
quite high. Private child care is very expensive, which is why our Recreation Division offers so many
programs and day camps, which are always full. We also have a scholarship program for any child who
qualifies for FRPL, or from any low income family. We have a high number of undocumented immigrants
working in construction and service jobs as well.
