RECOMMENDED MOTION: I move to adopt Resolution 4865 amending the Sunset Hills Cemetery Fee Schedule. BACKGROUND: On September 12, 2011 the City Commission passed Resolution 4342 amending the fee schedule for Sunset Hills Cemetery. In 2017 City Commission requested that staff asses cemetery rates in an effort to reduce the cemetery subsidy from the General Fund. Cemetery staff, Finance staff and the Cemetery Advisory Board have since worked to analyze current trends, other municipal cemetery rates around the state and the health of the Cemetery Perpetual Care Fund in an effort to generate more revenue and reduce the cemetery General Fund subsidy. At the February 8, 2018 Cemetery Advisory Board meeting, the Board voted unanimously to recommend that the City Commission adopt a 25% fee increase to all associated cemetery fees with the exception of Memorial Garden plaques and a 2% increase (including Memorial Garden plaques) in all fees for the following 4 years, with 35% of all revenues deposited into the Perpetual Care Fund and to remove double depth burials from the slate of services. FISCAL EFFECTS: The increase of fees would decrease the amount needed from the General fund, which could also go to future capital needs as well. The change in Perpetual Care fund contribution would reduce the average contribution since 2012 of $100,000 to around $80,000.
