First Name Jack Last Name Tyler Email jack_patricia@yahoo.com Questions or Comments Having participated in the SP process at several states, it's great to see the City formally (and finally!) adopting such high aspirations. But there is a glaring omission in my view in the Plan and it is the aspirational void of establishing and sustaining a fair, broader and necessary funding stream for the City. To illustrate, just review Section 3: fire station relocation + creation, a needed broader charter for the Recreation Dept., the dire need for a court & police structure and more. The City can't expect to fund this set of necessary and also desirable goals all but exclusively on the backs of property & business owners. The Plan sets a wide range of desirable goals but they all require funding. That can't be accomplished through the City's practice of piecemeal special assessments. Tinkering with "Tourism Funds" won't insure tourists pay their fair share. "Developing a legislative agenda" isn't meaningfully descriptive. Where is the aspirational statement that a fair, broadly based and adequate financial funding base will exist to support the City's strategic goals and the many objectives that they will spawn? I think the City's professional staff and its political leaders all recognize that there is a limit to what they can ask voters to support via bond initiatives. Even bonds for schools will eventually. incrementally lose the support they have enjoyed in the past. The need for a broader, fairer funding stream is a painfully obvious, widely discussed issue. Surely it can be more clearly outlined in the key planning document for our collective future.
