Simply put, if you allow residential development in or near the down town center, adequate parking needs to be provided by the developer's building plan. By this, I mean that each living unit needs to have 2 parking spaces on site. Using off site parking spaces or thinking the idea of shared spaces or shared cars will solve your parking problems is totally unrealistic. Right now, we have stopped shopping in down town Bozeman as it takes as long to find a parking space as it does to do our shopping. Other cities have found the down town die because of the lack of parking or the turn over of parking spaces. Our town saved the down town by doing several things. The town purchased property for parking, installed parking meters with a two hour limit, bought boots to enforce the time limit, addressed repeat offenders, and aggressively enforced parking laws. Bingo, problem solved. New parking spaces, law abiding visitors and the down town came back to life with shoppers. The revenue from the meters provided the town with more money to purchase or rent land for more parking.
