"Thank you for a strong City of Bozeman Vision Statement and draft plan for our community. I'd like to
comment on how adopting an Ordinance as a Bozeman City for CEDAW based on its Principles will advance
the human rights of all women and girls and be a path toward gender equity, diversity and inclusion in our

This proposed Ordinance would build on the City of Bozeman's current Ordinance for LGBTQ non-
discrimination, the Equal Pay Resolution, Indigenous People's Day and Domestic Violence Proclamations
through a comprehensive and inclusive framework contained in CEDAW.
In particular, the Vision Statements #1, 3 and 7 would allow the process of implementing a City for CEDAW
Ordinance to expand and deepen the ways in which we can learn about inequalities based on gender, and
other demographic factors such as race/ethnicity, age, sexuality, disability and economic class status of our
residents. This knowledge gathered through a comprehensive and inclusive gender analysis can specifically
help identify diversity goals and areas of our Citiy's policies, programs and budget which may not include or
actually discriminate against segments of our community population. For example, sexual harassment and
violence in the workplace has not been known, surprisingly to many, at the extent it is being experienced at
state and national levels until recently. We need to discover what is happening in Bozeman to strengthen
our vision and commitment as a safe, welcoming community (#3) and to achieve and maintain a high
performance Organization (#7). And to anticipate proactive policies and training for what may be needed as
we succeed in filling non-traditional jobs in fields where women are not currently or minimally employed in
our City.
We also need to learn about best practicies from this gender analysis research to eliminate gender and
other forms of discrimination and inequalities in order to operate as an ethical, high performance
organization (#7). Implementation of a CIty for CEDAW Ordinance can incorporate expertise from across
our community and educational systems plus foster city-wide coordination as well as increased cooperation
of city and community programs and services when integrated into a Task Force for Gender Equity to
oversee the comprehensive gender analysis. The Task Force can also work with the City leaders and staff to
create an Action Plan to address, in a pro-active, transparent way, any inequities discovered as well as
utilize best practices from within our City as well as from the experiences of the 70 U.S. Cities for CEDAW
across the US.
As part of adopting an Ordinance as a Bozeman City for CEDAW, we can engage the community in a series
of conversations about the areas represented in the CEDAW Principles - including community safety, health
care, workplace fairness, housing, educational and training opportunities, economic development
opportunities, leadership and political participation to strengthen democracy for all - for the diversity of
women and girls as well as men and boys residing in our community. Finally, enhancing the diversity of civic
engagement and leadership (#1) is specifically addressed as a CEDAW principle that can benefit our
community when we have a range of voices and perspectives thinking about and prioritizing the assets of
and challenges facing our community.
