There is some confusion as to the objective of this document: is it what we expect the City Government of
Bozeman to be or is it what we expect Bozeman to be? I would go with the latter and cut out/fold many of
the current elements of the vision statements into a tighter document (see below). I would suggest that the
current Vision Statement is OK (but needs to emphasize what we want Bozeman to be in the future) but
Vision Statements should be Mission Statements (what Bozeman needs to do now to ensure that vision of
the future). Here are my suggestions as to how these mission statements could be condensed, showing
some hierarchy in the process:
1) Ensure a safe, welcoming community (emphasizing public safety and well planned physical layout)
(condense current 3 + 4); 2) Foster an engaged community (emphasize good schools (K-12 and other
means) as well as what is in (5) on your list); 3) Enable a growing, innovative economy (rewarding and well-
paid employment opportunities for all - including city workers, teachers, police, etc); 4) Encourage
sustainable environmental practices (respecting our physical constraints on growth, i.e. water resources,
sewage, roads and other infrastructure); and, 5) Respect our cultural and historical heritage.
In general, the document shows solid progress in re-thinking about what Bozeman could become – but the
document falls short in many respects. For example, element 7 seems something that should fall into what
the City needs to do and talks about the City being an organization. This makes the whole document seem
like a “to do list” for city managers and not a glimpse into what the city can inspire to be. If you have any
