Brown - Park Place DevelopmentFrom:Gary Brown To:Agenda Cc:Marilee Brown Subject:Park Place Development Date:Friday, April 06, 2018 10:52:03 AM Madam Mayor, Commissioners, and Staff, We are neighbors to the Park Place Development Project who’s only realistic access to our home is via Nelson Road. We only recently saw the signs announcing this project due to them facing only one direction of three approaches to the property, and the snow that made them blend in. Therefore we did not get the opportunity to comment to the Planning Board and now rely on you and only you to receive our comments and take action. Please consider the following comments and implementing them into your decision: 1) WE FULLY SUPPORT ANNEXATION TO THE CITY: We know the McGinley family who are the owners of the property to be caring people who value esthetics and connection to their community. But in the event that the property is sold and/or the MDT enlarges U.S. 10 (Frontage Rd) and acquires the railroad easement, we would like the City to make sure the following items are considered and provided for now: 2) ZONING FLEXIBILITY: We would hope that in the future, some retail establishments such as a grocery store could be placed on the property when needed in the future. Therefore, we would like the zoning designation to be more flexible such as B2 and M1, not just light industrial. 3) EVENTUAL TRAFFIC SIGNAL: Traffic will be increasing and and provisions need to made for the eventuality of a Traffic signal. 4) EASEMENT FOR USE OF MOTORIZED AND NON-MOTORIZED TRAFFIC: Although an easement may not be currently required under state law along Frontage Road (US 10) due to the small strip of rail easement isolating it from the property, that tiny strip of rail property most certainly will be acquired by the MDT in the future when road improvements are made and turning lanes are added to the two access points. Therefore, provisions should be made now in order to comply with that eventuality and the PROST Plan, the TMP, and the Corridor Plan all of which require a separated multipurpose path along US10. Only the Prost Plan in reference to Catron Creek is mentioned in the Staff report under Installation of facilities identified.
