D. Public Comment – Members of the audience or their agent may
be invited to present testimony or evidence. To be recognized, each
person desiring to give testimony or evidence shall step forward and, after
being recognized, give their name and address for the record. The
presiding officer may establish a time frame for each public comment but
in no case shall such timeframe be less than three (3) minutes per
speaker. The presiding officer may lengthen or shorten the time allotted
for public testimony.
Julie Eickman a resident at 17 West Lamme stated her concern about the new
development to occur in the parking lot at Willson and Lamme. She requested
responsible planning by the City of Bozeman. Julie would like to see “resident only”
parking on her block and would like the City to invest in the Streamline bus service. She
encourages the city to find creative and sustainable solutions for all who live, work and
play downtown.
E. Action Items
1. Discuss/Approve/Deny Resolution 2018-02 “A RESOLUTION OF
THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA,
RECOGNIZING CITY MANAGER’S ADMINISTRATIVE ORDER 2018-02
(A POLICY RESTRICTING ACCESS TO CITY PROPERTY) AND
ADMINISTRATIVE ORDER 2018-03 (A CODE OF CONDUCT FOR
BOZEMAN DOWNTOWN PARKING GARAGE AND TRANSFER
STATION).” (See Attachment Exhibit 2)
There is no on-site HRDC staff for the downtown transit station. Poor behavior choices
have taken place, and consequently have spilled over into the north stairwell of the
Parking Garage. This has led to the closing of the transit station until a solution can be
found. The Parking Program Manager will acquire signage that is graffiti-proof to explain
the code of conduct for the Parking Garage/Transit Station.
Deputy Chief Rich McLane mentioned how the Police Department has been working on
finding a balance to monitor and enforce public spaces. They have looked to the
Bozeman Public Library who has a long standing Code of Conduct. The City of Bozeman
has established a similar code of conduct for the Parking Garage and Transfer Station.
Decisions about re-opening the facility are underway with HRDC, and it has been agreed
that it will not reopen until a solutions for better public safety are found.
Mayor Cynthia Andrus reiterated that the facility will not reopen in its current state. She
has been working with the City Manager and Assistant City Manager on the best use of
the space to provide service to the public.
David Kack, Chairman of the board at HRDC, expressed his appreciation to the City for
addressing this issue and looks forward to working together to find a solution.
Bill Eikman, a frequent user of the Streamline, commented on the increase of loitering
around the transfer station.

2. Discuss/Approve/Deny revised “Temporary On Street Parking
Permit” program. (See Attachment Exhibit 3)
Changes to the Temporary On Street Parking Permit program were discussed. Additional
language was added to number two to reflect the fact that there may be some special
event equipment and other related items that may pertain to other downtown events.
Language that clarifies traffic delineators, and the codes they must adhere to, has been
added which creates uniformity throughout the City. Clarifying language was added to
note that this a temporary permit for time limited parking areas, not a mobile vendor
license.
Mayor Cynthia Andrus asked about permit repetition and how to address this issue.
Mayor Cynthia Andrus also questions how the new rules will be transmitted to the
public.
Commissioner Shasta Winston asked if “idling” is considered being parked. The City of
Bozeman does not have an anti-idling provision.
Commissioner Ben Lloyd suggested adding the word “intent” after temporary. Lloyd also
brings up the question of how many parking violations you receive if you are taking up
multiple spaces. The price per space was discussed, and agreed that the price per space
be $20 per 24 foot unit.
Mayor Cynthia Andrus commented on how the permit parking issue has been an item of
public comment at the City Commission meetings and appreciates the Parking
Commission addressing this issue.
A motion to approve the Temporary On Street Parking Permit requirements with the
instruction to Parking Manager Mr. Meese to add an intent statement and revise the
multi-space permit fee as discussed.

3. Discuss progress recommendations regarding Residential
Parking Permit Districts, requested from the Bozeman City Commission;
including memo from Parking Program Manager and Rick Williams
Consulting. (See Attachment Exhibit 4)
As a result of increased development downtown, the City Commission has asked for
more information and recommendations on the use of residential parking districts; as
well as other parking strategies.
Mr. Meece would like to move the City away from parking districts that have “exclusive”
parking privileges, instead leveraging on street public parking within the residential
districts.
With T2 more data will be available to analyze the current parking usage of certain areas.
On April 23rd a comprehensive result of the findings and initial recommendations will
be submitted to the City Commission. It will contain: changes to the existing code on
how we create and operate residential parking districts; the potential need to create
residential parking districts to the north and south of downtown; and other parking
strategies such as parking management zones.
Commissioner Wiseman asked if we are talking about residents or property owners
when considering the districts. He would also like to see the majority rise from 51
percent to 60 percent, and also questions the removal of a district.
Vice Chair Pamela Bryan would like to see both residents and property owners be
actively engaged in this policy process. In addition, she commented that careful thought
should be given as to the day, and time of day, in which data is collected.
Mayor Cynthia Andrus commented expressed her appreciation that this study is looking
at a bigger strategy than just the Residential districts.
Commissioner Ben Lloyd asked if data collection will be limited do to normal
enforcement. Mr. Meece stated that our staff operating hours will need to be adaptive
on the data collection efforts; Parking will likely have to pay for overtime hours or shifted
schedules.
Mr. Lawrence, 7 E Beall and 24 W Mendenhall, thanked the Parking Commission for the
consideration they have put into downtown parking. Mr. Lawrence also commented
how Rick Williams really encourages using the data for making decisions. Mr. Lawrence
wants to make sure the Parking Commission identifies the stake holders and recognizes
their needs.
Mr. Meece will put this back on the agenda next month, and will have a bibliography of
informative publications being utilized on this topic.
Mayor Cynthia Andrus questioned if there will be additional data added for next month.
She also questioned if the data will determine the strategy moving forward.
Vice Chair Pamela Bryan stated that we are trying to set up a policy and process that
may be applied once we have the data. Then follow the data to a solution.
Chair Neumann pointed out that 60 percent seems to be a consistent number to look
at. He also suggested that staff take time and highlight three examples that seem to
most resemble the direction Bozeman is headed. He also suggested summarizing the
85 percent rule memo to the parts that more closely relate to Bozeman.
Vice Chair Bryan also suggest including in the memo clarification of the stake holders.
4. Review Parking Program Manager’s FY 2019 revenue estimates
and expenditure requests for City Manager’s Recommended Budget. (See
Attachment Exhibit 5)
The Parking Program Manager explained that this is the front end of the revenue
projection for next year, and the annual budget process. He also pointed out that the
numbers are very conservative. June is when the City Manager’s Recommended
Budget should be finalized.
Chair Chris Naumann asked about the expenditures, and timeline, going forward with
the budget. He also suggested budgeting for more snow removal in the new budget,
stating that we will have to remove snow off site, not just move snow in the future.
Chair Neumann mentioned that there may be a potential safety hazard with the snow
piled up in the North Willson Lot, and citizens taking advantage of driving over the curb
to exit Opportunity Bank’s drive-through lane.
Vice Chair Pamela Bryan brought up the budgeted expenditures, and asked if all the
work with T2 is coming out of the capital budget. Mr. Meece confirmed that it does.
She also questions the level of citation revenue. Mr. Meece states that he did not
increase the level of citation revenue and held it steady. The last two years the citation
revenue has been better than budget, despite inconsistent staffing levels.
5. Review parking leases issued for Bridger Downtown Parking
Garage, according to Parking Lease Policy and Lease Limit Calculation.
(See Attachment Exhibit 6)
Given the late timing of this meeting, Chair Neumann suggested revisiting this topic at
the June 2018 meeting, when will have T2 data on the parking garage.
F. Parking Program Manager Report (See Attachment Exhibit 7)
G. New Business.
Commissioner Ben Lloyd asked about the T2 project. Mr. Meece reported that we are
looking at the end of next month for a launch. The next big thing is installation of the
pay stations for the Parking Garage. The parking enforcement officers have been
through all of their required training. They will also shadow parking enforcement
officers at MSU in a few weeks to see hands on use of the T2 mobile app. The second
data pull process was just finished. We may have to slide the calendar a little to either
the last week of April or first week of May.
Chair Chris Naumann asked if the Parking Commission needs to help with
implementing the public education plan, and suggested Mr. Meece reach out to
parking commissioners for volunteers.
Mr. Meece also brought up that we are going to do utility bill fliers and develop some
posters and fliers to communicate the changes at the parking garage.
Mayor Cynthia Andrus informed the Commission that there have been requests from
citizens for additional senior parking signed parking downtown. She asked that the
Parking Commission give this some thought. Chair Chris Neumann suggested finding
out what is allowed for specific parking and signage.
