Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to
that item. Please limit your comments to three minutes.

E. 08:16:41 AM (00:01:03) Action Items:
1. Election of Officers:
From Section 2 of CAHAB Rules of Procedure:
Chairperson and Vice Chairperson – Powers and Duties. During the first meeting of the board each year the
board shall appoint by majority vote, a chairperson and a vice chairperson. If appropriate, they shall also appoint
a board secretary. The recording secretary may be a staff liaison. The chairperson shall be the presiding officer of
the board. During the absence of the chairperson, the vice chairperson shall discharge the duties and exercise the
powers and authority of the chairperson. The presiding officer shall preserve strict order and decorum at all
meetings and confine members in debates to the question under consideration. The presiding officer may move
or second any item of business then before the board. The presiding officer shall state, or cause to be stated,
every motion coming before the board, announce the decision of the board on all subjects, and decide all
questions of order, subject, however to an appeal to the board, in which event a majority vote of the board
members present shall govern and conclusively determine such question of order. The presiding officer shall vote
on all questions.
Recommended Motion: I nominate ___________ to be Chair of the CAHAB.

2. 08:18:30 AM (00:02:53) Affordable housing on City property at Oak and Laurel Parkway – Update: Habit
for Humanity (Magistrelli).
Board Member Magistrelli updated the board that per the City Manager, this project will be deferred until
the Affordable Housing Program Manager has been appointed.
3. 08:22:03 AM (00:06:26) City of Bozeman Affordable Housing Program Manager: Hiring Update (Matsen)
Director Matsen provided an update to let the board know that at this time they are still in the hiring
process, but are prepared for the position once the seat is filled.
4. 08:26:53 AM (00:11:16) City of Bozeman Affordable Housing Program Manager: discussion of possible
ways to fund the position in the future.
5. 08:38:30 AM (00:22:52) Funding of Affordable Housing: Brainstorm additional funding options.
Director Matsen shared his experience regarding funding options and stated that funds typically come from
one of three sources: citizens pay through a tax or levy, builders through a percentage on building activities
or a developer provides funds during development. The alternative option is grant funding.
6. 08:42:31 AM (00:26:53) CAHAB open board positions: review open positions and
application for discussion and recommendation.
7. 08:52:46 AM (00:37:08) Status update from CAHAB Affordable Housing Ordinance
(AHO) Revision Subcommittee – update and further discussion of suggested
changes, some of which are detailed in Master Document v2 11-27-17.doc (Thane,
Guyer, Stratton)

5. 09:10:47 AM (00:55:10) Steve Metzers from Junto Affordable Housing explained that his organization is
working with the National Stabilization Initiative (NSI) to utilize private capital to promote affordable
housing.
