Notice of Award to Omdahl Excavation for South Tracy Reconstruction Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Kellen Gamradt, Engineer II Rick Hixson, City Engineer SUBJECT: 2018 South Tracy Avenue Reconstruction Project Notice of Award MEETING DATE: April 9th, 2018 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to Omdahl Excavation & Utilities, Inc. for the Total Schedule 1 thru 4 Base Bid plus Additive Alternate 1 in the amount of $2,333,690.00. BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The project generally involves reconstruction of South Tracy Avenue from Olive Street to one half block south of Harrison Street; replacement of existing water main, valves, fittings, and appurtenances, replacement of existing storm drains, inlets, and manholes, replacement of existing sewer main and manholes; removal of existing road section, curbs, gutters, and pedestrian ramps and installation of a new road section including: subgrade, base courses, asphalt pavement, concrete curb and gutter, pedestrian ramps, drive approaches, street signage, pavement markings and incidental items. Additive alternate 1 includes site improvements around Longfellow Elementary School including: concrete removal and replacement, fencing, landscaping, and other items incidental to construction. This work was combined with our street reconstruction project in an effort to make the project more attractive to potential bidders. This portion of the work will be managed and paid for by the Longfellow School Board. The contract is to be completed within 175 calendar days of the issuance of the notice to proceed. Bids for the above-referenced project were opened on March 28th with 3 bids being submitted. The low bid was submitted by Omdahl Excavation & Utilities, Inc. in the amount of $2,130,572.50 for the base bid. The Bid Tabulation for the project is attached. In addition to the contract price, $25,000 has been added for materials testing. ADDRESS: 659 Morning Mist Road, Manhattan, MT 59741 PROJECT: 2018 South Tracy Avenue Reconstruction Project CONTRACT FOR: 2018 SOUTH TRACY AVENUE RECONSTRUCTION PROJECT You are notified that your Bid opened on March 28, 2018, for the above Contract has been considered. You are the apparent Successful Bidder and have been awarded a Contract for the: 2018 South Tracy Avenue Reconstruction Project. The Contract Price of your Contract is: Two Million Three Hundred Thirty Three Thousand Six Hundred Ninety & 00/100 ($2,333,690.00). Four (4) copies of each of the proposed Contract Documents (except Drawings) accompany this Notice of Award. Two (2) sets of the Drawings will be delivered separately or otherwise made available to you immediately. You must comply with the following conditions precedent within fifteen (15) days of the date you receive this Notice of Award: 1. You must deliver to the OWNER Four (4) fully executed counterparts of the Agreement including all the Contract Documents and Drawings. 2. You must deliver with the executed Agreement the Contract Security (Bonds) as specified in the Instruction to Bidders (Article 20), and the General Conditions (paragraph 5.01). 3. List other conditions precedent: You must deliver with the executed Agreement the Certificates of Insurance as specified in the General Conditions (Article 5) and Supplementary Conditions (paragraphs SC-5.04 and SC-5.06). Failure to comply with these conditions within the time specified will entitle OWNER to consider your Bid abandoned, to annul this Notice of Award, and to declare your Bid Security forfeited. Within ten (10) days after you comply with these conditions, OWNER will return to you two fully signed counterpart of the Agreement with the Contract Documents attached. BSD7 is comfortable moving forward with Omdahl Excavation as the city selected contractor for the S Tracy Reconstruction Project as well as the Additive Alternate #1 work. BSD7 agrees to allow the City of Bozeman to execute the contract and process pay applications for the project. BSD7 will then reimburse the City for the work that pertains to Additive Alternate #1.
