With regards to the ONE 11 Lofts proposed project at the intersection of North Willson and West Lamme I
first am happy to do my duty as a citizen and offer input on the project as proposed. However, I believe the
protocol for informing the public and the neighborhood is quite deficient by design, possibly intent. One
could consider it evasive. Requiring notice to only the residents within 200 feet of the proposed project,
especially for a project of this magnitude, is not a very sincere attempt to inform all of those in a
neighborhood so they can individually and collectively assess the impacts on their neighborhood. Placing a
sign with information 8 feet out in a snow bank where it is impossible to read is not informing the public.
Because that is the requirement does not alone make it adequate or fair to all the people who will suffer
the impacts. Exceptions to the rules need not always be in favor of the developer.
Those impacts include, as always, the parking problems that come along with a design that ignores the
reality of our lifestyle when it comes to vehicle ownership. Again, because the adopted codes allow the
design to ignore parking impacts to a neighborhood doesn’t change the reality of those impacts. That
property is now occupied as a parking lot for existing residences across the street. Where will those dozens
of cars park? During big snow years like this congestion will occur beyond thresholds of safety. Those
overflow cars will park up and down the streets for several blocks. The entire area is parked up to the
maximum on any given day of the week already. Allowing street parking as part of the formula does not
change that existing reality. Proximity to public transportation is a ruse that has no relevance to our town.
Where will those buses take you? To Bridger Bowl? Big Sky? Hyalite? The Madison?
What thought has been given to the properties one block West of ONE 11 which have been sitting for the
last several years, abandoned and boarded over, waiting for a development proposal of the same scale and
impact on the same streets and impacting the same traffic flow. Then what about the next “derelict”
property in the area to be seized by developers and transformed into a vision of density development?
If a developer can’t afford to develop a property because of parking and other limitations then they should
not be allowed to shift that cost, aggravation and impact to the public at large. If in the future people are
not using cars then more development can be allowed on the parking lots.
ONE 11 LOFTS is “Black-Olive” revisited. The same issues are at hand: lack of communication, unrealistic
parking requirements, over all inappropriate design and indifference to the impacts on residents beyond
that city block.
I have no illusions or intention to stop this or any other proposed project in Bozeman. Rather, I want my
neighborhood to be allowed to participate in this process and point out aspects of the proposal that are not
right or fair. And hopefully influence the design of the proposal. As these above mentioned impacts
accumulate, will there be a more aggressive enforcement policy by the City of Bozeman regarding parking?
This process is about planning, hopefully for everyone’s future, and should not be about accommodating
the developer’s needs (and profits) in the next two years. Please, take these issues seriously because they
will not go away regardless how much one wants to believe in the formula.
