RE: Notice of Big Sky Economic Development Trust Fund Grant Award for
Zinovo, LLC
Dear Mayor Andrus;
As indicated by Governor Bullock's letter dated February 20, 2018, your application to the
Big Sky Economic Development Trust Fund (BSTF) Job Creation Program has been
approved for funding.
The Montana Department of Commerce Grant and Loan Review Committee has
tentatively approved an award of up to $70,000.00 in BSTF Job Creation funding to be
used as follows:
• Up to $64,400.00 to assist Zinovo, LLC with the purchase of equipment, software and
lease rate reduction. Zinovo, LLC agrees to create 14 net new full time jobs that meet
the BSTF required wage rate of at least $19.02 per hour before the value of benefits
is added. Job creation activities may take place as of December 1, 2017. The
contract period for this project is December 1, 2017 to December 2, 2018. 60 days
prior to contract expiration, a review of the hiring plan will take place to determine the
eligibility of a contract extension. Consideration of the second year hires is also
contingent on the availability of BSTF funds.
• Up to $5,600.00 for eligible administrative expenses.
Please contact the Montana Department of Commerce prior to making any public
announcement to the media.
A contract will be sent to you electronically using DocuSign for signature.
Please keep in mind that once information is submitted to the Department, the information
is subject to the public's right to know pursuant to Article II, Section 9 of the Montana
Constitution.
The Department reserves the right to withdraw a commitment of any BSTF funds for
projects that have:

1. Not provided all requested contract information, including the job creation
baseline and certification report within 30 days of the date this letter, and/or;
2. Not returned the BSTF contract to the Department within 30 days of receipt
of the final contract, and/or
3. Are not ready to proceed within 90 days after the date of tentative award.
Debi Davidson has been assigned as your BSTF Program Specialist, and will be
contacting Zinovo, LLC to set up the Onboarding meeting, to review their application and
their commitment to the project.
Zinovo, LLC has provided the attached Baseline Job Report with the application, we will
need the following information within 10 business days:
1. Review the original Baseline Job Report to verify its accuracy that:
a. All jobs listed are full-time (working an average of 35+ hours per week);
b. All jobs are located in Bozeman, Montana;
c. All jobs were filled on or before November 30, 2017, one day prior to the
contract's effective date.
2. Complete the attached Job Creation Certifcation
The Job Creation Certification and Baseline Job Report should be sent directly to Debi,
so that she may expedite the contract process. If the business prefers to send this

BASELINE JOB REPORT CERTIFICATION

The Applicant has submitted an application to the Big Sky Economic Development Trust Fund
(BSTF) Program on behalf of the Assisted Business. In the Applicant's application, the Assisted
Business indicated that it would create 14 eligible net new jobs at the project site located in the
City of Bozeman (the "Project Site") in the Contractor's jurisdictional area within the Contract time
period. A full-time eligible job criteria is a full-time job, meaning a predominantly year-round
position requiring an average of 35 hours of work each week. To be considered a new job, the job
must be created on or after the award effective date of December 1, 2017.
In the application, the Assisted Business agreed to pay a wage that meet or exceed $19.02 per
hour, before the value of benefits is added.
In addition, the Contractor and the Assisted Business have agreed to a total new investment at
the Project Site, which is equal to or greater than $1 for every $1 of BSTF financial assistance
received, within this Contract time period.

The employment level of Zinovo, LLC one day prior to the award effective date of December 1,
2017 is permanent, full-time employees onsite.
