SUBJECT: Appointment(s) to the Recreation and Parks Advisory Board
(RPAB)

RECOMMENDED MOTION: I move to restructure the existing membership of the Recreation
and Parks Advisory Board and appoint and/or re-appoint up to three members to the following
positions and terms:
One City Resident Position with an existing term of December 31, 2018,
One City Resident Position with an updated term of December 31, 2020, and/or
One MSU Student Position with a term ending August 31, 2018.
BACKGROUND: The Recreation and Parks Advisory Board (RPAB) currently has five
available positions. One term renewal application has been received, and two existing applications
are being submitted for the restructured membership:
1) One City Resident position with an existing term of December 31, 2018
2) One City Resident position with an updated term of December 31, 2020
3) One MSU student position with a term ending August 31, 2018
There are currently no qualified applicants for the following vacancies:
4) One Secondary or Home-Schooled Student position with a term ending August 31, 2018
5) One County Recommendation position with a term ending December 31, 2020
One of the City Resident positions, with a term expiration of December 31, 2018, is held by an
MSU Student. The MSU Student position is vacant. A qualified applicant exists for the City
Resident position currently held by the MSU student. Three applications have been received; one
term renewal application, and two existing applications for restructure. There are currently no

qualified applicants for the Secondary or Home-School Student position. The county is advertising
for applicants to the expired/resigned County Recommendation position.
The Recreation and Parks Advisory Board membership was clarified with Ordinance No. 1993
adopted on February 3, 2018 to include one student from Montana State University. The
Recreation and Parks Advisory Board is established under Section 2.05.150 of the Bozeman
Municipal Code. The Board consists of up to fourteen members appointed by the City Commission
serving three-year staggered terms, except for the two students, who serve one-year terms.
Members must represent the following:
1. Seven of the members shall be city residents appointed by the city commission;
2. Two members shall be recommended by the county board of commissioners, with final
appointment to be made by the city commission;
3. Up to (3) additional at-large members may be appointed by the city commission, with city
residency being a consideration, but not a mandatory requirement; and
4. Up to (2) student members, one from Montana State University, the other from an area
secondary school, including home schooled students, may be appointed by the city
commission, with city residency being a consideration, but not a mandatory requirement. If
no students apply for these positions by October of a given year, then interested residents may
apply for and be appointed for one year terms. Student one year terms shall begin in September
and end in August of each year.
A majority of the members on the board, regardless of its size, shall be residents of the city.
The Board is advisory, making recommendations to the City Commission on policy and procedural
matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu
proposals forwarded during the planning/subdivision process.
This board currently has five available positions. The City Clerk’s Office has received three
applications, with their relevant qualifications indicated below.

My most recent and relevant experience is serving on the Board of Friends of the Story Mansion for 3+
years. I've been involved in our annual Story Under the Stars film at the Mansion and coordinator for our
annual Story Mansion Holiday Tea. My background in public history began in 1990 where as a Geography
and History major at MSU, I have have either volunteered or been employed in public history, local
conservation or trails efforts. I have volunteered in local trails efforts through GVLT, assisting with data
entry and trail work. I also assisted GVLT, Trust for Public Land and the City of Bozeman (under Mayor
Krauss) in establishing a connecting trail extending College Avenue to the Galligator Trail network.
I am committed to public space and public places that contribute to community connections that foster a
love for Bozeman and those that live here.

I am the current Student Body President of Montana State University and was born and raised in Montana.
I work directly with all of our campus and community partners to advocate for student needs and ensure
they are being represented in all levels of decisions that affect the University. I am interested in expanding
my public service role and my representation of students by serving on the Recreation and Parks Advisory
Board. I believe this opportunity will help inform me and the city of Bozeman about the needs of our
