HomeMy WebLinkAboutResolution 3540 Revising Community Affordable Housing Advisory BoardCOMMISSION RESOLUTION NO. 3540 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, REVISING THE PURPOSE AND STRUCTURE OF THE COMMUNITY AFFORDABLE HOUSING ADVISORY BOARD AND SUPERSEDING COMMISSION RESOLUTION NO. 3056. WHEREAS, the City of Bozeman has created a Community Affordable Housing Advisory Soard to aid in administration of the Community Development Block Grant program and funds; and WHEREAS, the City Commission has established a Community Housing Fund, to assist in providing affordable housing within Bozeman; and WHEREAS, the City Commission has tasked the Community Affordable Housing Advisory Board to review applications for the Community Housing Fund monies; and WHEREAS, the City Commission has determined that the purpose and scope of said Board should be expanded to include other issues involving affordable and special needs housing; and WHEREAS, the City Commission has determined that the composition of the Board must be changed to provide a broader base of representation, in light of the additional duties. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 That the "Community Affordable Housing Advisory Board" shall consist of ten (10) members to be appointed by the City Commission. Members shall serve three (3) year staggered terms, with terms to end on June 30 of each year. Each member may be reappointed without any limitation on the number of reappointments. Vacancies shall be filled in the same manner as original appointments for the balance of the term remaining. In addition to the appointed members, a member of the City Planning staff shall serve as an ex officio, non-voting member. Members of the board shall be appointed so that the membership shall be represented as follows: Real estate financing Real estate sales Construction industry Organization which supports the availability of low- and moderate-income housing in the community Organization providing services to low- and moderate-income persons Member of the public certifying that he or she is a low- or moderate-income person as defined in the City's affordable housing policy Representative from a recognized non-profit affordable housing development organization Member of the public certifying that he or she currently resides in housing designated as low or moderate income housing Member of the public who has a demonstrated interest in special needs housing City's Finance Department Persons of legal age may be appointed to the Board. A majority of the members shall be residents of the city. Members who do not live within the city limits shall have a tangible connection with the city by virtue of working in the city, or owning property in the city. Members shall serve without compensation for their time and services. Section 2 The purpose of the "Community Affordable Housing Advisory Board" shall be as follows: 1. To examine all applications for assistance under the Community Development Block Grant CDBG) Revolving Loan Fund or the Community Housing Fund in light of the criteria established for expenditure of those funds, to solicit such information as it deems necessary in order to adequately review said applications, to ensure that said applications meet eligibility criteria as outlined in the program guidelines for the respective loan programs, and to make funding recommendations to the City Commission; 2. To advise the City Commission on affordable housing needs, issues, policies and regulations; 3. To work with the City and other groups to formulate programs and projects to meeting Bozeman's affordable housing needs; and 4. To advise the City Commission on affordable housing plans for annexations and any related development proposals. Section 3 For purposes of conducting business, a quorum shall consist of five (5) voting members.
