Introduction of New Parking Commissioners • Ms. Shasta Winston • Mr. Mark Egge E. Public Comment — Members of the audience or their agent may be invited to present testimony or evidence. To be recognized, each person desiring to give testimony or evidence shall step forward and, after being recognized, give their name and address for the record. The presiding officer may establish a time frame for each public comment but in no case shall such timeframe be less than three (3) minutes per speaker. The presiding officer may lengthen or shorten the time allotted for public testimony. F. Action Items 1 . T2 Technology Update Ed Meece gave a brief review of the parking technology Request for Proposal process, and explained that T2 Systems will be providing new revenue control systems (parking garage) as well new enforcement/appeal and permit equipment and software. The parking garage will utilize a license plate recognition system, likewise, two of the Parking enforcement vehicles will be equipped with mobile license plate recognition technology. The parking garage will have three pay stations, one located at each stairwell exit. The project implementation is on track, and currently in the final stages of initial data conversion. In February, the Parking Commission will see the first project change order for consideration: adjusting from three concurrent users (licenses) of the new system to five concurrent users; this will increase the project cost by $10,000. 'Go Live' for everything, except mobile enforcement, is scheduled for early to mid-April. An outreach and education process for the public, about the changes that are coming with T2, is being planned simultaneous to the "go live" transition. G. Parking Program Manager Report (See Attachment Exhibit 2 The managers' report was briefly reviewed by the Parking Commission. H. New Business. Concerns regarding the High School district and residential parking around the surrounding area was discussed. Ed reported that new parking signage for the Stiff Professional Building was being installed. In the near future all City vehicles not currently parked in the parking garage will be required to park at the old MDT facility now owned by the City of Bozeman. It was noted that all city vehicles currently in the garage are paying customers at the current rates. Ed Meece reported that the Etha Hotel has not yet requested to initiate the process for closing the North Willson —Armory parking lot. Chairman Naumann requested that the Parking Program Manager add all of the Strategic Parking Management Plan into the monthly report. Commissioner Wiseman requested that the Parking Program Manager reflect the year-to-date budget expectations in a separate column on the monthly financial report. The Parking Commission suggested that the Parking Program Manager reach out to the Bozeman Airport to exchange information related to parking garages, and parking management in general. I.
