Applicant name (business or individual) and contact information b. Client name and address at which construction, moving, or other service is being provided. c. Start and End Date d. Type of service being provided e. Vehicle License Plate Number f. Reason the permit is necessary. 2) Licensed contractors, trades, and other service businesses, are eligible for a "Temporary On-Street Parking Permit". They must demonstrate a need for access to tools/equipment that cannot be stored on the job site. 3) Limit the permit to one vehicle per job site; one space per vehicle. 4) Trailers are not vehicles, for this purpose, and not eligible for a permit. 5) Limit the permit to a maximum of thirty calendar days. After which a new application must be filed. 6) Permits are issued for no less than one day,with no pro-rating of the fee. 7) Permits are only for use with on street parking, within the 2 hour parking area. They are not for use within any other parking area, and do not provide exemption from other parking regulations. Recommend to the Bozeman City Commission that they amend the municipal code to create a "Temporary On-Street Parking Permit" program; and provide recommended guidelines and fee structure. BACKGROUND: A "Contractor Parking Permit" may be purchased ($10) from the Finance Department for the purpose of allowing contractors, and related vendors, to park all day, on street. The administration of this permit program is not within the municipal code, or policies of the Bozeman Parking Commission. Other than a brief application, there are no requirements related to,or restrictions on,the issuance of these permits In many cases,temporary, on street, construction parking is important due to the size and type of equipment/supplies that need to be accessed, from a vehicle. However,the use of these permits can consume much of the available on street parking in a given block, or area,based on the level of nearby construction activity. This results in a lack of access by customers of other business establishments within the same area. FISCAL EFFECTS: Parking Enforcement Officers issue Overtime citations to construction related vehicles that do not obtain a `Contractor Parking Permit'. The only additional expenditures would result from a rework/reprint of associated forms and permit hang tags; estimated at less than$200. In FY 17,the Finance Department has issued 45 ($2,810) of these permits. It is unknown how the new rate and application structure would affect future sales.
