HomeMy WebLinkAboutPB memo 1-26-2018 - Draft GP RFP TO: PLANNING BOARD FROM: CHRIS SAUNDERS RE: GROWTH POLICY UPDATE – Request for Proposal Review for Growth Policy Update DATE: JANUARY 26, 2018 The City Commission has provided $100,000 funding in fiscal year 2018 for an update to the growth policy. Planning Staff has prepared a Request for Proposals to advertise for consultant services to complete this work. The RFP will be advertised in mid-February with an intent to have a consultant selected by mid-April. An RFP describes the desired outcome of the work and typically does not prescribe methods. Respondents may offer specific methods as part of their proposals and final details are settled during the professional service agreement negotiations. Excessive specificity in an RFP may discourage some firms from responding who would otherwise be qualified and able to offer good service. The required growth policy content is laid out in 76-1-601, Montana Codes Annotated. Staff and the Planning Board have had several discussions on issues and future content to be addressed with the growth policy update. The RFP reflects those discussions as well as other required elements. A draft of the RFP is attached for Planning Board comment. Sections 1-4 are subject to comment and possible revision. The remaining sections of the RFP are standard format for this type of document and not subject to change by the Planning Board. There are several attachments associated with the RFP. Attachments 1-3 are procedural in nature. Attachment 4 is a tentative planning boundary map. This map will be subject to change during the growth policy update process. The planning boundary outer limit line is the sum of the furthest outward planning boundaries from the current growth policy, transportation plan, water facility plan, and sewer facility plan. There is general concurrence between the four documents but there are some differences. There are many items included in the required and optional contents for a growth policy. Some change significantly between growth policy editions and some things stay very constant. The available funds are modest for the scope of the work needed to update a growth policy. The consultant work period of 10 months is likewise quite compressed. To prioritize time and funding to those areas considered most important for the consultant, Staff will prepare some elements of the text. Some items are primarily addressed in other planning documents such as the facilities plans or were prepared in the report by Economic and Planning Systems. The consultant will be responsible for final document assembly. A listing of the growth policy content and anticipated lead responsibility is attached to this memo.
