Planning Board AppointmentsCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brenda Sweeney, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointment(s) to the City Planning Board MEETING DATE: February 5, 2018 MEETING TYPE: Action RECOMMENDATIONS: I move to appoint up to four members to the City Planning Board to Mayoral Appointment positions expiring on January 31, 2020. BACKGROUND: The City Planning Board currently has four Mayoral vacant positions with existing terms expired as of January 31, 2018. One resignation has been received with an expired term of January 31, 2018. Four applications have been received; three term renewal applications and one new application. The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life. The City of Bozeman Planning Board powers and duties, jurisdiction and composition are codified in the Bozeman Municipal Code in Sections 2.05.500 through 2.05.520. The composition is listed as follows: Sec. 2.05.520. Composition. A. The planning board shall consist of nine members, appointed to two-year terms to expire on January 31, as follows: 1. One member appointed by the city commission from its own membership. The term of the appointed member shall be coextensive with the term of office to which such member has been elected or appointed unless the commission, on its first regular meeting of each 364 year, appoints another to serve as its representative or unless the appointee's commission term is terminated; 2. Three members appointed by the city commission, one of whom, at the commission's discretion, may be an employee of the city or hold public office in the city or the county. The appointments shall be for two-year terms, with those terms to expire on January 31 of odd-numbered years; 3. One member appointed by the mayor, upon designation by the county board of commissioners, who may be a member of the board of county commissioners or an office holder or employee of the county. This appointment shall expire on January 31 of odd- numbered years; 4. Four citizen members appointed by the mayor, who shall be resident freeholders within the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city. These appointments shall be coterminous with the term of the mayor. B. The city clerk shall certify the members appointed by the city commission. The certificates shall be sent to and become a part of the records of the planning board. The mayor shall make similar certification for the appointment of citizen members. This board currently has four vacancies / expired positions. The City Clerk’s Office has received four applications with their relevant qualifications indicated below. 1. I have long been interested in community planning so much so I obtained a Master's Degree in the field from the University of Rhode Island, and worked as a planner for the City of Helena (two years) and Gallatin County (10 years). I am currently doing contract land use planning work in Park County (including the City of Livingston and greater Park County). Bozeman has been my home for over 20 years and I have involved myself in community functions in a variety of manners. I currently serve as board president of the Bozeman Community Food Co-op and support efforts that help our local food economy. I support efforts to maintain and improve our wonderful quality of life which often means making hard choices about how and where we should grow. I believe it is critical that neighboring political jurisdictions work together, the county needs to work with the city and vice versa (and we can't forget MSU). I support plans that effectively address and solve issues related to Bozeman's housing affordability, transportation and traffic, water quality and quantity, and jobs and the local economy. Lastly, I am thoroughly committed to the idea that we need to wisely plan ahead, that decisions or lack thereof, can have profound impacts on our future.
